Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 20, plans to issue a solicitation to construct the upgrade of the electrical distribution system from 5kV to 15kV for Building 100 at the Puget Sound Health Care System (PSHCS), Seattle Division. This is an unrestricted solicitation and is open to all businesses regardless of size and socio-economic status. The North American Industrial Classification System (NAICS) code for this work is Building Equipment 238210 Electrical Contractors and Other Wiring Contractors. The small business size standard is $15,000,000.00. In accordance with VAAR 836.204, the magnitude range is between $20,000,000.00 and $50,000,000.00. The project is located at the Veterans Administration Medical Center (VAMC), 1660 S. Columbian Way, Seattle, Washington 98108. Description of Project. Contractor shall provide all necessary equipment, materials, labor, project management and supervision to construct an upgrade to the electrical distribution system for Building 100. The upgrade will be from a 5kV distribution system to a 15kV distribution system. The work will be performed in an actively operating medical center and will be phased to minimize down time of critical electrical systems. Phasing of this project will require significant scheduling and coordination efforts by the prime contractor. Work includes, but is not limited to, the following: 1.Normal power system upgrade, including replacement of the normal power switchgear; 2.Essential power system upgrade, including replacement of the - a.emergency generator; b.essential switchgear; 3.Campus feed interconnection; 4.Motor control center replacement; and 5.Automatic transfer switch replacement. The estimated duration of the project is almost four (4) years. The VA will consider all proposals received from responsive and responsible businesses by the due date and time stated in the solicitation. Proposals shall be submitted in accordance with instructions provided in the solicitation.
