Description
Performance Work Statement The Health Readiness Contracting Office (Provisional) (HRCO(P)) on behalf of the U.S. Army Medical Department Center and School (AMEDDC&S) is issuing a sources sought notice (SSN) to identify potential quoters interested in this requirement. THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation, (i.e. Request for Proposal, Request for Quote, or Invitation for Bid), or an indication that HRCO(P) will contract for the items contained in the SSN. This notice is part of a government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Responses to this notice are strictly voluntary and the government will not pay respondents for information provided in response to this SSN. Responses will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website, http://www.fbo.gov, at a later date and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This SSN does not restrict the government's acquisition approach on a future solicitation. RESPONSES: Respondents to this SSN should describe their interest and ability to perform the requirement summarized within this notice by providing a capability statement and any concerns, comments or recommendations you may have with the attached draft Performance Work Statement (PWS) citing the specific PWS paragraph numbers for reference. Responses should contain the following: - University Name - Address - Point(s) of Contact, Phone Number, email - CAGE Code - Business Size pursuant to NAICS Code 611310 Documentation of technical expertise and capability MUST be presented in sufficient detail for the Government to determine that your university possesses the necessary functional area expertise to complete this acquisition. It is imperative that business concerns responding to this SSN articulate their capabilities clearly and adequately. Please submit all responses through e-mail to the point of contact identified in the section below. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. Responses should be submitted to both POCs listed below no later than 4:00 pm Central Time, 15 February 2016 via email to Maria Fidone, maria.g.fidone.civ@mail.mil. DESCRIPTION OF REQUIREMENT: The HRCO(P) has a requirement to procure University Affiliation Services from an accredited university to award a Bachelor of Science and a Master of Science - Physician Assistant to students who complete the AMEDDC&S Interservice Physician Assistant Program (IPAP). The U.S. Army IPAP consists of two phases (I and II). Phase I is 16 months in duration conducted at the AMEDDC&S and is primarily didactic. Phase II is 13 months in duration and is primarily clinical, conducted at various Army, Air Force and Navy military hospitals throughout the United States. This requirement will is for a university to grant participants in the IPAP a Bachelor of Science degree to students who successfully complete Phase I and a Master of Science - Physician Assistant degree to students who successfully complete Phase II. It is anticipated the services in support of conferring degrees will be required starting October 1, 2016 through September 30, 2017 and for optionally for four years thereafter. The university must be accredited by one of the six regional accrediting associations recognized by the U.S. Department of Education or the Council on Post-Secondary Accreditation. They must also be accredited and re-accredited at least once and maintained their accreditation with the Accreditation Review Commission on Education for Physician Assistant. The university must also be a member of the Physician Assistant Education Association.
