- ESS Solicitation Amendment 1 The 409th Regional Contracting Office - Benelux has a requirement to perform an Electronic Security System (ESS) install for the 650th Military Intelligence Group at Supreme Headquarters Allied Powers Europe (SHAPE), Belgium. The ESS Install will focus on four buildings, one of which includes a Sensitive Compartmented Information Facility (SCIF).The Contractor will be responsible for the removal of the existing systems, the installation of the new systems, and all labor, management, tools, equipment, supplies, supervision, transportation, training, and other items or services necessary to ensure that the ESS installation is performed successfully at the specified building locations. Drawings of the specified buildings will be available upon request, after the requiring contractor has completed a Non-Disclosure Agreement (NDA). All work performed by the Contractor shall be performed in accordance with (IAW): 1) the qualifications and specifications outlined in the attached Performance Work Statement (PWS); 2) all applicable U.S. and Host Nation laws and regulations; 3) Army Regulations (AR) 380-5, AR 25-2, AR 530-1, and AR 525-13; 4) IC Tech Spec-for ICD/ICS 705; and 5) commercial practices. Because of the nature of this requirement, all contractor employees working on-site will require a US and NATO SECRET clearance; thus, requiring some contractor personnel to be United States citizens. A site visit is available to interested vendors. Please see attached solicitation for more information. Marshall at tunissha.l.marshall.civ@mail.mil. RESPONSES TO THIS SOLICITATION ARE DUE BY 10 MARCH 2016 AT 1400 HOURS LOCAL TIME (OR 0800 HOURS EASTERN TIME). UPDATE 2 FEB 2016 The solicitation has been updated to reflect new information regarding SITE VISIT instructions. These instructions may be viewed in clause 52.212-1. The solicitation has also been updated to include responses to questions from vendors. IMPORTANT NOTE: ALL SITE VISIT ATTENDEES MUST PROVIDE CLEARANCE INFORMATION TO THE SECURITY MANAGER (CONTACT INFORMATION PROVIDED UPON RECEIPT OF RSVP) PRIOR TO ATTENDING THE SITE VISIT. WITHOUT A VERIFIED CLEARANCE, ATTENDEES WILL NOT BE ALLOWED TO ENTER ANY OF THE SUBJECT BUILDINGS.
