Description
The U.S. Army Contracting Command - New Jersey on behalf of U.S. Army Project Manager for Close Combat Systems (PM CCS) in conjunction with the U.S. Army Research, Development, and Engineering Command - Armament Research, Development and Engineering Center (RDECOM-ARDEC), Picatinny Arsenal, New Jersey, is seeking sources for the M136A1 AT4, 84mm anti-tank confined space, reduced sensitivity, disposable weapon system; M136A1 9mm sub-caliber trainer launcher that replicates the firing environment of the M136A1 (ballistics, backblast, overpressure, etc.), and associated M136A1 Trainer Launcher spare parts. Additionally, the U.S. Government is also seeking the M136 AT4 and the M287 9mm sub-caliber trainer launchers, and associated M287 Trainer Launcher spare parts. The U.S Army intends to procure over a five (5) year period approximately 8,000 to 20,000 M136A1 weapon systems for use in urban warfare, and 800 to 1,500 M136A1 9mm sub-caliber Trainer Launchers. The M136A1 will provide the U.S. Army with the capability to defeat medium armored targets encountered in urban combat environments. The M136A1 must be capable of being safely fired from confined (or enclosed) spaces. The system shall not exceed 20 pounds, must be simple to operate, and be single man portable providing the capability to engage targets from enclosures at 15 to 300 meters. The M136A1 shall contain energetics that demonstrate Insensitive Munition (IM) compliance. The M136A1 Trainer Launcher will replicate the look and operation of an M136A1, but uses a sub-caliber barrel insert to fire a 9mm trajectory-matched projectile for training purposes. The M136 will provide the U.S. Army with the capability to defeat medium armored targets encountered in urban combat environments. The system shall not exceed 20 pounds, must be simple to operate, and be single man portable providing the capability to engage targets from enclosures at 15 to 300 meters. The M287 9mm sub-caliber trainer launcher replicates the look and operation of an M136, but uses a sub-caliber barrel insert to fire a 9mm trajectory-matched projectile for training purposes. Spare Parts for each of the aforementioned trainer launchers willinclude, but not be limited to: bumpers, sight covers, shoulder pads, carrying slings, handles, firing mechanisms, instruction / safety decals, safety pins/forks, fiber reinforced tape, fastening hardware, barrier bags. Interested parties having M136A1 and M136 weapon systems, and associated training launchers and spare parts, or similar weapon systems, capable of meeting the requirements listed above should submit capabilities and details for Government review. Please include a corporate point of contact, phone number, email address, company website (if available), business size (and any socio-economic considerations), NAICS code, Cage Code, and the following information in your response: (a) warhead description, including fuzing; (b) relevant test data, including performance against medium armored vehicle targets; (c) provide the published UNCLASSIFIED Rolled Homogenous Armor (RHA) penetration capability of the system; (d) past production experience and current production status (including warhead and fuzing); (e) detailed system descriptions; (f) description of facilities and personnel; (g) delivery time; (h) estimated wt /unit, (i) monthly production rate capabilities, (j) whether or not the items that would be provided are commercially available [or would require minor or non-developmental modifications to meet the Government requirements, and if so, detail the modification(s)], commercial off-the-shelf (COTS) available, or not commercially available. All interested parties considering submitting capabilities should evaluate whether their system can engage a medium armored target (example: BMP-3) and incapacitate interior occupants with a single shot. This sources sought notice/market survey is for information and planning purposes only, and does not constitute a request for proposal. This notice is not to be construed as a commitment by the U.S. Government. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of this sources sought notice/market survey. The U.S. Government is not obligated to notify respondents of the results of this notice.
