Description
Amendment 0002: Based upon the Market Survey results, the FAA has decided that the Emergency Transceiver Replacement (ETR) program will be limited to the Grab and Go or portable transceivers only. The rack mounting capabilities described in the Market Survey will not be included in this acquisition. The FAA plans on releasing a draft screening information request (SIR) for vendor comment in CY16 late 3rd qtr. Please monitor FAACO for updates on this procurement. Amendment 0001: Changes closing date to 9/30/15. This announcement is a Market Survey. Vendors are encouraged to submit their radio product specifications for equipment that satisfies the operating characteristics outlined in this announcement. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSALS (RFP) of any kind. Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. The FAA will make no contract award and will not procure any material via this announcement. All interested parties are advised that the FAA will not pay for any information or any administrative costs associated with any response to this Market Survey announcement. Therefore, all costs associated with Market Survey submissions will be solely at the interested parties expense. Purpose of Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.1.2.1 (Market Analysis), the purpose of this announcement is to inform industry of the FAA s interest in a standalone Emergency Transceiver Radio (ETR) that includes a microphone, antenna, charger, etc. The FAA requests that interested vendors send relevant information about ETRs they offer that meet the requirements below; the submittals should include the information specifically requested below. Listed below are salient technical and operating specifications. The FAA desires a transceiver unit that provides both Very High Frequency (VHF) and Ultra High Frequency (UHF) operation for air traffic control (ATC) in the event of a catastrophic failure (facility fire, bomb threat, severe weather, etc.). The transceivers would replace normal ATC terminal environment functionality during the critical 30 minutes after such an event. The operational frequencies are VHF 118.000-136.975 MHz using both 25 kHz and 8.33 kHz channel spacing and UHF frequencies of 225.000-399.975 MHz using 25 kHz channel spacing. The modulation pattern will be DSB-AM. A typical emergency ATC event will require the use of multiple VHF and UHF channels so an important characteristic required of the ETR is protection from interference generated by another closely spaced ETR transmitter carrier, noise, or other spurious emissions. The capability to operate in close proximity (co-location) with other ETRs is of primary importance. There are operational requirements for a minimum of three identical ETRs in close proximity to each other. Please include product specifications for co-location capabilities. The ETR must allow for continuous operation and continued charging of the batteries when its power supply is plugged into either a 120 VAC power source or a 24 VDC power source. The charger should have a trickle charge capability to keep the batteries at the optimal voltage level at all times. Please describe your current battery operational capability using a 50% duty cycle (transmit vs. receive). It is preferred that the weight of the ETR is less than 20 pounds with batteries. The primary configuration will be a transceiver that can be grab and go with battery operation only for quick emergency use when the facility is evacuated (due to frequency outage, fire, bomb threat, etc.). A secondary configuration is being mountable into a 19 rack connected to 120 VAC or 24 VDC. It is preferred that a minimum tool set be required for installation and removal of the radio. Please describe how your unit could mount into a 19 equipment rack. In your response, vendors are encouraged to request a demonstration of their possible candidate radios at the William J. Hughes Technical Center in Atlantic City, New Jersey, currently planned for the September-October 2015 timeframe. The demonstrations will be coordinated through the FAA Contracting Officer. To ensure full consideration by the FAA, responses to this Market Survey must be received by the FAA Contracting Officer at dave.keehan@faa.gov no later than September 15, 2015 at 10:00 A.M. Eastern Daylight Time.
