Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, through full and open competition, technical, analytical, engineering, and project/program management support for Air Test and Evaluation Squadron ONE in support of the test mission of Commander, Operational Test and Evaluation Force (COMOPTEVFOR), in the definition, conduct, and analysis of structured operational tests and evaluations of all Chief of Naval Operations assigned programs to be tested. The contractor will be required to provide support services to perform the analysis of structured operational tests and evaluations of the project functional areas. The functional areas that are essential to COMOPTEVFOR ™s mission and require the support services are: Test Planning Support, Operational Test/Tactics Exercise Design, Modeling and Simulation (M and S) Analysis Support, Database Development and Management, Test Operations/Tactics Evaluation Support, and Test/Tactics Analysis and Reporting. COMOPTEVFOR is chartered by Chief of Naval Operations to operationally test and evaluate major weapons systems and platforms prior to fleet introduction. In order to accomplish that mission, AIR TEST AND EVALUATION SQUADRON ONE (VX-1) supports the testing of assigned programs in support of COMOPTEVFOR. The broad areas into which services fall are technical, analytical, engineering, and project/program management. It is anticipated that the majority of the required work will be performed in Patuxent River, MD. However, there is a possibility that travel may be needed OCONUS. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items. However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government ™s requirement with a commercial item. Under this requirement, the Government intends to make multiple awards for the entire requirement. The awarded contracts will be Cost- Plus-Fixed-Fee (CPFF) “ Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts with an ordering period beginning around 30 October 2016 and continuing through 29 October 2021. The specific actions and/or tasks required will be identified on individual task orders issued under these contracts. Travel may be required in support of this requirement. The Request for Proposals (RFP) will require the submission of a non-price/cost volume as well as a cost/price volume. The Navy ™s evaluation of proposals will consider the offeror ™s non-price/cost proposal more important than the offeror ™s price/cost proposal. The North American Industry Classification System (NAICS) Code is 541330; size standard $15M. The FSC is R425. All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The RFP will be made available electronically upon its release at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. The Government will not pay for information received. It is anticipated that the solicitation will be released on or around 1 March 2016. This date is subject to change. The closing date for the receipt of offers will be set forth in the RFP. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. See www.sam.gov for further information and instructions. Further, offerors are required to go on-line to the SAM website to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal.
