- Kwajalein_RFI_Questionnaire_02_FEB_16 REQUEST FOR INFORMANTION THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Responses to this Request for Information (RFI) are considered voluntary; do not constitute any form of direction from the U.S. Government; shall not be considered as an offer; cannot be accepted by the Government to form a binding contract; nor will the U.S. Government be liable for any cost incurred by any contractor for their effort. However, your participation, comments and feedback in this market research will assist the program office assess potential costs, issues and further refine the requirement. The Government will not return any information submitted in response to this RFI. The Mission and Installation Contracting Command-Joint Base San Antonio, Fort Sam Houston (MICC-FSH) is conducting market research and desires input from industry to assist in requirements planning for a Base Support Operations Services contract at U.S. Army Garrison Kwajalein Atoll (USAG-KA). The information requested by this synopsis will be issued within the Army to facilitate the decision-making process and will not be disclosed outside the agency. The purpose of this RFI is to gather information to inform the Army on potential contracting strategies for providing Kwajalein Base Support Services. The Army plans to implement best practices to improve productivity, gain efficiencies, and realize cost savings in consideration of industry recommendations in the delivery of services. The anticipated North American Industry Classification System (NAICS) code is 561210, Facilities Support Services, with a size standard of $38.5M. Background: Location/Demographics Kwajalein Atoll is approximately 2,100 nautical miles west-southwest of Hawaii; it is a crescent loop of coral islands enclosing one of the world's largest lagoons (1,100 square miles). The atoll is 75 miles from Kwajalein Island (on the south reef) to Ebadon Island (northwest corner) and 15 miles west/east (at the widest point). Kwajalein Island is home to approximately 1,500 people, and its population is a mix of Department of Defense active duty (AD) personnel, Department of Army civilian (DAC) employees, and DoD contractor personnel and their family members. Roi-Namur Island is 50 miles north of Kwajalein Island and is home to approximately 100 unaccompanied DoD contractor personnel. Meck Island is 20 miles north of Kwajalein Island, has no permanent residents, and is used primarily during missions as a launch site. Ebeye Island is 5 miles north of Kwajalein Island and is home to approximately 15,000 local nationals. The U.S. Army leases 11 islands within Kwajalein Atoll from the Republic of the Marshall Islands (RMI) under a Military Use and Operating Rights Agreement (MUORA); the MUORA is part of the Compact of Free Association between the US and the RMI. Travel Currently, only the U.S. Air Force Air Mobility Command and United Airlines service Kwajalein Atoll (both options require travel through Hawaii). The remote location increases the transportation costs and lengthens supply chain operations. Corrosive Environment Kwajalein Atoll is one of the most highly corrosive environments in the world. The salt content of the ocean and salt spray causes most metals (including stainless steel) to begin to oxidize within a matter of weeks. This environment results in a significant cost consideration as equipment refreshment rate and maintenance costs are substantial. Host Nation Infrastructure The RMI is a developing nation. The neighboring islands do not have adequate infrastructure to support the population currently residing on Kwajalein Island. Local and third country nationals reside on Ebeye Island and must transit through Kwajalein Island to reach the international flights operated by United Airlines. This island has a struggling infrastructure due to the dense population (15,000 people living on 80 acres). Due to the limited infrastructure, USAG-KA houses and/or hosts all AD, DAC, and DoD contractor personnel, as well as selected local national personnel. General Scope Installation Management Operations Public Works Provide sustainment, maintenance, repair, improvement, and minor construction of real property, roads, airfields, piers, and utilities located on the eleven leased islands based on the annual Common Levels of Service (CLS) set by Installation Management Command (IMCOM) in support of USAG-KA and its tenants. Utilities include power generation by diesel generators, water treatment and storage, and sewage treatment. Tenants are responsible to identify and reimburse IMCOM for services above CLS. To accomplish the proceeding, performance shall include master planning, project design, space utilization (to include industrial and residential assignments, furnishings, and welcome packets), custodial services, vector and pest control, grounds maintenance, and shop equipment repair. The contractor will require full engineering support to include, financial planning, programming, budget execution, estimating, scheduling, and quality control to accurately capture costs and schedule performance for analysis, process improvement review, and billing to customers. Aviation Services Aviation services fall into three categories consisting of airport operations, fixed-wing operations, and rotary-wing operations. Airport operations include the normal functions found at small-sized airport terminals. The functions include cargo and passenger processing, aircraft ground guides, and refueling. For fixed-wing operations, the base support contractor provides aircraft, pilots, and maintenance. Fixed-wing operations include flights between Kwajalein Island and Roi-Namur (on average 4 round trip flights daily for cargo and passengers), Kwajalein Island and Wake Island (based on mission customer needs about once a year), and Kwajalein Island and Majuro, RMI (about twice a year). For rotary-wing operations, the base support contractor provides pilots to operate aircraft that are provided and maintained by the Government. Rotary-wing operations include flights between various islands within Kwajalein Atoll (on average four flights per day). Transportation Equipment Staff, manage, operate, maintain and control transportation equipment providing surface transportation of people and cargo similar to the needs of a small rural city. Equipment needs range from small (electric cart maintenance, express work bus shuttle, and airport cargo and people shuttle) to large (150-ton cranes for radar maintenance, cargo ship container loading and unloading). Marine Services Staff, manage, operate, and control a marine harbor operations found at small-sized ports. The typical operations are surface transportation of people and cargo, maintenance of marine equipment and watercrafts, stevedoring, harbor control, and commercial diving. This includes approximately 18 round-trip passages by ferry vessels between Kwajalein Island and Ebeye and five round-trip passages between Roi-Namur and Ennubirr each day. Logistics Manage logistical requirements, including identifying requirements, tracking stockage levels, ordering supplies, arranging transportation, receiving supplies, tracking accountability, and disposing of unneeded equipment. This includes food for the dining facilities and grocery store. The contractor will use Army and DoD logistical systems, including Global Combat Support System - Army, Logistics Information System, and General Fund Enterprise Business System. Emergency Services Provide qualified emergency personnel to respond to emergencies, including fires, medical, aircraft rescue, and hazardous materials. Provide dispatching and fire prevention services. Dining Facilities Staff, manage, and operate two dining facilities similar to other US Army bases. The number of meals are approximately three meals (breakfast, lunch, dinner) five days a week (Tuesday through Saturday) and two meals (brunch and dinner) twice a week (Sunday and Monday) for approximately 900 residents on Kwajalein and 200 residents on Roi-Namur. Quality of Life Activities Staff, manage, and operate community activity programs that meet the needs of the community providing, lodging, recreation and entertainment activities similar to other Morale, Welfare, and Recreation (MWR) programs. Activities based on the availability of facilities, funds, annual community surveys, and commander input are historically concerts, fireworks, a bowling alley, adult sport leagues, hobby shops, Christmas tree lighting, and movies. Religious Services Provide religious leaders, worship services, religious education, and pastoral care and counseling for those residing on Kwajalein Atoll. Medical, Dental and Veterinary Services Staff, manage, and operate a small community clinic or family practice, dental clinic, and veterinary clinic. Also required are urgent care capabilities capable of stabilizing and preparing patients for medical evacuation. Education Staff, manage, and operate Child, Youth and School Services (CYSS), School Age Services (SAS) and K-12 grade school programs. These school programs consists of roughly 250 children. Environmental Services Staff, manage, enforce, and operate an environmental service program on behalf of USAGKA in insuring compliance by USAG-KA, tenants, and all contracts to the Environmental Standards and Procedures for maintaining USAG-KA Environmental Standards. This requirement is beyond any corporate needs related to environmental standards. This is a direct service provided to meet a US Governmental need. Grocery services Staff, manage, and operate a small grocery store for the community similar to what is offered at other locations by the Defense Commissary Agency. Postal Services Staff, manage, and operate a small US Military Postal Office (MPO). Safety Services Staff, manage, enforce, train, and operate a safety program on behalf of USAG-KA in insuring compliance by USAG-KA, tenants, and its contractors. This requirement is beyond any corporate needs related to safety requirements. This is a direct service provided to meet a USG need. The following additional information is provided to permit insight into requirements that will be included in this acquisition. This information is preliminary and further information /details will be provided in the published RFP. 1.The contractor will need fewer than ten people with secret security clearances to perform liaison functions and to handle registered mail with tenant organizations who perform classified work. Prospective offerors will not need cleared personnel to receive the request for proposal or to submit a proposal. 2. Performance of this anticipated effort will be subject to Organizational Conflict of Interest (OCI) provisions (see FAR Subpart 9.5). Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
