- Description
- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Headquarters (HQ) intends to issue a Request for Proposals (RFP) for one Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for Administrative, Technical, and Non-Scientific Support Services. This non-inherently governmental support area includes day-to-day assistance to management and supporting personnel. Tasks will be primarily performed at NOAA/NESDIS facilities in the Washington, DC metropolitan area (Silver Spring, MD, Suitland, MD, and College Park, MD). However, other support may be required at NOAA Regional sites located within the 48 contiguous states with an emphasis on Boulder, CO, and Asheville, NC. The specific place of performance location information will be provided in each individual task order. The term of the IDIQ Contract is anticipated to be a one year Base Period from date of award, with three (3) one (1) year option periods. Each task order will have its own completion date established at time of award. All contract work will be issued through individual firm-fixed price, labor-hours, or time-and-materials task orders awarded for corresponding projects. Each task order will be priced individually and will include its own Service Contract Act wage determination. Services will be implemented through individual task orders and will be issued when need arises during the contract period. The government makes no representation as to the number of task orders or actual amount of work to be ordered; however, a minimum of $25,000 is guaranteed to be ordered during the performance period of each contract. The Contractor is not guaranteed work in excess of the minimum guarantee. ----------------------------------------------------------------------------- This solicitation will be posted on or about February 8, 2016 on the FedBizOpps website at www.fbo.gov. The closing response date will be stated within the solicitation. This solicitation will be for commercial services prepared in accordance with the format in FAR Subpart 12, in conjunction with FAR 15 as applicable, and as supplemented with additional information included in the solicitation. The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award. Proposals received in response to the solicitation will be evaluated in accordance with procedures outlined in FAR Part 15.1 for Best Value. --------------------------------------------------------------------------------- Prior experience with Government contract work is not required for submitting a proposal. Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. The solicitation and associated information will be available from the FedBizOpps website https://www.fbo.gov. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offeror's responsibility to check the website periodically for any amendments to the solicitation.
