Description
Notice of Intent to Sole Source Rice Lake HREP Pump Inspection & Repairs, Banner, Illinois. The U.S. Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. The Rice Lake pump station is located at the Rice Lake State Fish & Wildlife Area in Fulton County near Banner, Illinois. The pump station consists of three (3) specialized 48" submersible pumps (Sulzer/ABS Model VUP 1001-M2200/12). Each pump's electrical power and control cable end connections were inundated during a high water event in early July 2015 causing damage and rendering the pumps inoperable. The pumps are still under the one year product warranty period with the manufacturer. The pumps must be repaired by a Sulzer authorized service center for warranty coverage to be maintained and/or extended. The proposed Contractor is the original pump supplier/manufacturer. The Contractor shall perform all work necessary to include the disassembly and evaluation of the pumps to include a detailed inspection report, repair and reassembly of the pumps, testing of the pumps at the repair facility and startup at the project location. During pump disassembly and evaluation, the Contractor shall inspect for obstructions and component failures leading to inoperability of the pumps. The evaluation shall be included in a detailed inspection report and shall assess the individual pump components to determine which components have failed and resulted in the pump's inoperability. The detailed inspection report shall include the recommended repairs describing the parts to be replaced and the parts to be reused with the associated costs. After Government evaluation of the detailed inspection report of repair and reassembly work (and approval through a modification), the Contractor shall perform all work necessary to repair and re-assemble the pumps in accordance with the drawings, the manufacturer's instructions and the recommendations from the detailed inspection report. Also during pump repair and reassembly, the Contractor shall remove and replace the electrical power cables and control cables with new cables for each pump. The Contractor shall provide an installation and start-up engineer authorized by the manufacturer for the startup of the pumps at the project location. The U.S. Army Corps of Engineers, Rock Island District, intends to enter into a firm, fixed-price contract with Flow-Technics, Inc. 181 Ontario Street Frankfort, IL 60423. The NAICS code for this procurement is 811310 with a size standard not to exceed $7,500,000. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any System for Award Management (SAM) Database registered business that believes it can meet all requirements of the services listed above and is interested in providing a quote if the requirement above was competed SHALL give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Tuesday February 16, 2016 2:00 PM CST. A determination by the Government not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The U.S. Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to receive a Government award, a firm must be registered in the System for Award Management (SAM) Database (www.sam.gov). Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
