Description
The Department of Justice, Justice Management Division, Asset Forfeiture Management Staff, intends to procure the following Checkpoint software: 1 each CPAP-SG12200-NGTP 12200 Next Generation Threat Prevention Appliance; 1 each CPAC-4-10F-INSTALL 4GB Memory upgrade for 4800 and 12200 appliances; 1 each CPAC-HDD-500G-12200-T-INSTALL Additional/replacement 500G Tray Hard Disk Drive for 12200 appliance; 1 each CPAC-PSU-4800/12200B-INSTALL Additional/replacement AC Power Supply for 4800 and 12200 appliances; 1 each CPSB-DLP-M-1Y Data Loss Prevention (DLP) Blade for 1 year - for medium-size appliances; 1 each CPES-SS-PREMIUM-ADD 12200 Next Generation Threat Prevention Appliance; 1 each CPES-SS-PREMIUM-ADD CPAC-RAM4GB-INSTALL; 1 each CPES-SS-PREMIUM-ADD Additional/replacement 500G Tray Hard Disk Drive for 12200 appliance; and 1 each CPES-SS-PREMIUM-ADD Additional/replacement AC Power Supply for 4800 and 12200 appliances to be delivered to 145 N Street, NE, 2CON Building, Room 5W.511, Washington, DC 20530. Brand Name Justification: The CheckPoint firewall is a product that manages network traffic for all communications that originate from both internal and external sources. The benefit to the government of this component is that it is configurable by our engineering staff to maintain a protected environment within the DOJ network infrastructure. Specifically, the government can configure the firewall to prevent all network traffic from outside the department, which protects our enclave from all sorts of external hacks from unauthorized people and computer systems. The firewall is very specific as to what we will allow to be sent or received and from who (usually defined by Internet Protocol address). Basically, the firewall is a sentry that can assess whether a person is trusted to enter the castle, and if so, directs them to the appropriate location inside. There are many vendors that offer firewall devices or software. The reason we would like to maintain the CheckPoint product is that we have used this product over the past several years and have amassed a significant level of custom configuration rules for our different environments. The rules are basically software instructions to the firewall that allow or reject communications. Maintaining existing rules for an upgraded or modernized piece of CheckPoint equipment is relatively easy, since the code language doesn't change across versions. Implementing a new firewall from a different vendor would be difficult to implement, because all the rules would need to re-entered using the coding language for that device, which would need to be tested and validated prior to production release. We estimate it would take approximately 2 months to transition all existing rules to a non-CheckPoint device. Additionally, our strategy to eliminate a single=point-of-failure within our environment is to establish a redundant Checkpoint firewall as a real-time failover device in the event the existing firewall fails. The complexity of integrating two devices that use different architecture and language, is a significant risk due to; our lack of technical expertise in integrating dissimilar components, the unknown of integration success, and the high level of effort to design, develop, and implement the new solution. This requirement will be procured in accordance with FAR Subpart 12.6, Subpart 13.106 and Subpart 13.5 as supplemented with additional information included in this notice. This requirement is a total small business set-aside, the NACIS is 423430 and the size standard is 500 employees. Oral quotations will not be accepted.
