- U.S. Citizenship & Immigration Services (USCIS)intends to issue a Request for Proposal (RFP)/Solicitation for the acquisition of Field Office Support Services (FOSS) that will take place at various USCIS sites throughout the United States. Contractor support services include correspondence management, file operations and maintenance, data reviews and updates, interview scheduling, certificate preparation and production, ceremony support, interview preparation (organizing casework), and file retrieval and maintenance. USCIS intends to award a single contract, on a hybrid time and materials / firm-fixed-price basis, inclusive of a 6-month base period, two 12-month option periods and a 6-month option period for a total of 36 months of potential support. The North American Industry Classification System (NAICS) code is 561110 - Office Administrative Services. This acquisition will be a full and open competition. The policies and procedures of FAR Parts 12 and 15 will be used. Selection under this solicitation shall be based on a best-value tradeoff evaluation. THE GOVERNMENT INTENDS TO MAKE AWARD WITHOUT DISCUSSIONS. This will be an electronic solicitation released on FedBizOpps. Proposals shall be submitted electronically to the following email addresses: ContractingProposals@uscis.dhs.gov, jason.s.hawkins@uscis.dhs.gov and thor.vue@uscis.dhs.gov. No hard copy proposals will be accepted. It is anticipated that a draft solicitation will be released on or about 11 FEB 2016. A Final RFP will not be issued prior to 15 days from the issuance of this synopsis.
