Description
Hill AFB anticipates the formation of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5 year continuous ordering period for the repair and alteration of various roofing systems, to include emergency roof replacement projects for built-up roofing systems, SBS modified bitumen roofing systems, standing seam metal roofing system, and asphalt shingle roofing. One entity will provide materials, architectural and engineering design services, and project construction. The Davis Bacon Act will apply to this acquisition and current wage rates found on WDOL applicable to each trade will apply. This IDIQ is anticipated to be a total small business set-aside per the SBA and is expected to be solicited at the beginning of March. Anticipated ceiling amount for the 5yr IDIQ will be between $2-6M. This requirement will have a "seed" project sent out with the requirement specific statement of work (SOW) and will be posted as a request for proposals (RFP). This will require a technical volume to be submitted with the pricing and is expected to be evaluated as lowest price technically acceptable (LPTA) with Past Performance. The RFP will also include the generalized IDIQ SOW for review by all interested contractors. Respondent must specify whether it is either a U.S. or foreign-owned firm. Foreign participation is not permitted. Respondent must specify whether it is a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. This contract will be to perform built-up roofing repairs, at Hill AFB, Little Mountain Test Annex, the Utah Test and Training Range (UTTR), and other locations. The contractor shall be responsible for providing all materials, labor, management, licensing, certifications, supervision, equipment, transportation, and vehicles for each task order placed on this IDIQ. Manufacturer and National Roofing Contractors Association (NRCA) roof detail work shall be adhered to by the contractor. Built-up roofing manufacturer certification is a qualification to propose for this contract. Submittal #1 shall be executed and included with the proposal to the Air Force. Prior to proposing on the solicitation (or included in the proposal) the contractor shall provide proof that they are certified by the manufacturer. Failure to provide the required certification will result in a non-responsive proposal and will not be considered for award. Small business contractors will need to show the ability of completing multiple projects during "roofing season" to be considered for award. Risk assessment has flagged multiple projects as an area of concern. A capabilities statement will be requested at the time of solicitation. FAR Clause 52.232-18 entitled "Availability of Funds" applies to the seed project. A site visit will be coordinated for proposing on the seed project. No date or time is currently available for the site visit (expected one week after solicitation). The contractor shall also need to submit bonding capability documents that meet the aggregate and project amounts, backed by a bonding surety with a A.M. Best company rating of "A". Bonding will be required per task order and will not be a blanket bonding policy. All text above is subject to change once the requirement is firm.
