Contracting Office Address Department of the Air Force, Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC)/EBYK, 207 West D Avenue, Suite 214, Building 349, Eglin AFB, FL 32542-6853 Description Notice of Contract Action (NOCA) - QF-16 Full Scale Aerial Target (FSAT) - QF-16 Full Scale Aerial Target (FSAT) Lots 6-10 (FY18-22) production/sustainment program. The Air Force Life Cycle Management Center, Testing and Training Division, Aerial Targets Branch, Contracts Office, Eglin AFB FL intends to award a sole source follow-on contract to Boeing Company, Defense, Space & Security, 6200 J S McDonnell Blvd, St. Louis, MO, 63134-1939 for procurement of the QF-16 Full Scale Aerial Target (FSAT) Lots 6-10 (FY18-22) production/sustainment program. It is anticipated that the contract will be awarded in November 2017. Specific production, enhancement, sustainment, and Total System Integration Responsibility (TSIR) requirements may include, but are not limited to: QF-16 Production (production of Drone Peculiar Equipment (DPE) and installation into Government furnished regenerated F-16s), DPE unique Peculiar Support Equipment (PSE), F-16 Operations and Maintenance per Air Force guidance and instructions, DPE obsolescence, associated spare parts, in- and out-of-warranty support, program support (i.e., program management, engineering, logistics, test support, support equipment, spares management, and associated TO data maintenance), and engineering support for analysis and study of obsolescence issues, engineering changes, and system enhancements. The Government does not own or possess a technical data package (TDP) for the QF-16 system and its peculiar support equipment and therefore cannot provide this data to interested parties. The North American Industry Classification System (NAICS) code for this proposed acquisition is 336411 with a size standard of 1,500 employees. The Government has determined that the only way to prevent any adverse impact to critical mission activities that could result from a break in the continuous availability of full scale aerial targets is to issue a follow-on contract to the incumbent vendor. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This NOCA neither constitutes a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the Government to any specific acquisition approach. This NOCA is for information and planning purposes only and is not to be construed as a commitment to a contract by the Government. Contracting POC is Mr. Joseph P. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
