Description
The Space and Naval Warfare Systems Command (SPAWAR), in support of the Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I) International C4I Integration Program Office (PMW 740), intends to award a sole source hybrid Cost Plus Fixed Fee(CPFF)/Firm Fixed Price (FFP) contract to Forward Slope Incorporated (FSI), (Cage: 1KU93), 2020 Camino Del Rio N Ste 400, San Diego, CA, 92108-1543. This contract will be for the following effort in Uganda: procure and fully integrate two (2) additional ForTRAK Ground Surveillance System (GSS), one (1) ForSEA Maritime Surveillance System (MSS) and one (1) FORCOMM Command and Control (C2) trailers; upgrade the existing GSS and MSS trailers; upgrade the existing C2 trailer to provide ability to monitor and control all of the equipment remotely; procure associated spares; and provide associated engineering services for in-country installation, integration, test, training and technical assistance. The CPFF/FFP contract is anticipated to have a period of performance of 24 months. FSI is the only company with the unique knowledge of the design, integration, and specialized equipment delivered in the original installation and subsequent repairs tailored to meet the unique local operational and environmental requirements. It is important to note, that the USG cannot guarantee another vendor access to the existing EPSS to perform site surveys due to the location of the system controlled by Ugandan People's Defense Force (UPDF) and Africa Union Mission to Somalia (AMISOM), and not the USG. No other firm is capable of meeting the requirement without unacceptable delay or duplication of cost. The Government intends to award this CPFF/FFP contract under the authority of FAR 6.302-1 Only One Responsible Source.
