- Attached is the DRAFT PWS of the Private Security Requirement at FOB Oqab and the AAF Installation at HKIA, Afghanistan. This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring the dissemination of information for proposed contract actions. This is not a solicitation or request for quotes or proposals and no contract or purchase order will be awarded from this notice. The Army Expeditionary Contracting Command - Afghanistan, Regional Contracting Center-Capital intends to issue a Firm-Fixed Price (FFP) solicitation in accordance with FAR Part 13 procedures, to obtain Private Security services at the Afghan Air Force Base at Hamid Karzai International Airport and Forward Operating Base Oqab in Kabul, Afghanistan. The solicitation will be issued as a Request for Proposal (RFP) using FAR Part 13 procedures. The applicable North American Industry Classification System (NAICS) for these requirements is 561612. The solicitation shall be issued on or around 10 February 2016. Potential offerors are hereby notified that the solicitations and subsequent amendments to the solicitations will only be available by downloading the documents at https://www.fbo.gov. Any company wishing to compete for this effort must already be licensed and certified to perform armed private security in Afghanistan. The attached DRAFT Performance Work Statement outlines all of the requirements for this effort. The PWS also outlines the required mobilization schedule. By submitting a proposal at the time of solicitation the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that prospective awardees must be registered in the System for Award Management (SAM) database (U.S. Vendors) prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/.
