Description
This is a Request for Information (RFI) issued pursuant to FAR 15.2. The U.S. Government seeks potential sources capable of conducting a Root Cause Analysis (RCA) to identify the basis for errors that arose from the Federal Bureau of Investigation's (FBI) Laboratory protocols, practices, and procedures concerning Microscopic Hair Comparison Analysis performed prior to December 31, 1999, when mitochondrial DNA testing on appropriate hair evidence was fully incorporated as standard operating procedure. The science of hair examinations is not the subject of this review. Specifically, the U.S. Government seeks assistance in determining how certain patterns developed that resulted in laboratory examiners providing statements in testimony and laboratory reports that exceeded the limits of the science of Microscopic Hair Comparison and these statements were repeated over a period of time. The U.S. Government requests information on potential sources' knowledge, skill, and experience in conducting RCAs of errors made by forensic laboratories through the examination of those laboratories' protocols, practices, training, testimony and other relevant materials. This RFI is issued solely for information and planning purposes to serve as a market survey to aid in the development of a procurement strategy for an RCA report, and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future. This RFI does not commit the U.S. Government to contract for any services and no award is intended as a result of this request. Responders are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this announcement. The specifics are as follows: The FBI Laboratory is a full-service operation, providing forensic exams, technical support, expert witness testimony, and advanced training to Bureau personnel and partners around the globe. The FBI Laboratory is dedicated to its mission and to using the rigors of science to protect and defend the nation. In order to ensure the correct application of forensic science to past and current cases involving forensic examination of hair, the Government seeks to identify companies that have the ability to perform a RCA of laboratory procedures and protocols relating to Microscopic Hair Comparison Analysis as they were historically conducted. Such a RCA investigation of past practices is essential to minimize the chance of recurring mistakes. Respondents need to address their knowledge of, and/or ability to do, the following: (1) Forensic laboratory management models. (2) Perform investigative analysis on laboratory examination methodologies for Microscopic Hair Comparison Analysis as they were conducted prior to December 31, 1999. (3) Perform investigative analysis on laboratory protocols for Microscopic Hair Comparison Analysis as they existed prior to December 31, 1999. (4) Assess guidelines for, and training related to, presenting and explaining forensic analysis results as they related to Microscopic Hair Comparison Analysis prior to December 31, 1999 in testimony and laboratory reports. (5) Interpret and review report formats and assess adherence to accepted scientific standards in Microscopic Hair Comparison Analysis prior to December 31, 1999. Interested parties should submit a white paper not to exceed 15 pages in no smaller than 12 pt Times New Roman font. The white paper should include the following information: (1) tailored capability statements addressing the information requested above, and (2) any additional materials that are deemed appropriate by the respondent. Responses shall include a Rough Order of Magnitude (ROM), and will be treated as information only. All questions must reference RFI FY16-FBI-RFI-02-STCU02 and be submitted in writing no later than 5:00 PM Eastern Standard Time (EST) on Monday 29 February, 2016, to the contractual point of contact Mrs. Eliana York at eliana.york@ic.fbi.gov; telephone requests for additional information will not be honored. Submittals must also include: Company name, Commercial and Government Entity (CAGE) code, and appropriate point of contact information. The U.S. Government requests that the respondents deliver one electronic copy in Microsoft Word or Adobe PDF formal. Responses to this RFI may NOT be submitted via facsimile or hand delivered. Acknowledgement of receipt will only be issued if a return receipt is requested with the submission. All information submitted shall be adequately safeguarded from unauthorized disclosure in accordance with FAR Part 15.207. The U.S. Government reserves the right to request further clarification or request presentations to enhance its understanding of the respondent's submittal. Submissions that fail to comply with the above instructions or contain information that is not pertinent to the subject may not be reviewed. Proprietary information shall be clearly identified. Any exchange of information shall be consistent with procurement integrity requirements, and all appropriately marked proprietary information, if any, will be protected to prevent improper disclosure. All materials submitted will be kept by the FBI for market research purposes and will not be returned.
