- SYNOPSIS OF PROPOSED CONTRACT ACTION FAR SUBPARTS 5.1 & 5.2 Contract / Modification No: DE-EM0003561/ Modification 0003 Procurement Type: Notice of Intent to Award a Sole Source Contract Modification (Special Notice) Classification Code: R - Professional, Administrative and Management Support NAICS Code: 541690 Other Scientific and Technical Consulting Services Title: Extend the Period of Performance for VMEP contract Description: The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to contract by means other than full and open competition, pursuant to Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Longenecker & Associates, Inc. located in Las Vegas, NV. The original requirement was procured through ORP?s tank farms contract with Washington River Protection Solutions (WRPS). In March 2015, the contract was assigned and taken over by DOE/ORP. The contract required a Vapor Management Expert Panel (VMEP) be established to help provide assurance to the Department of Energy/Office of River Protection (ORP) that actions committed to following the Tank Vapor Assessment Team?s (TVAT) report and actions resulting from any new, emergent issues are being carried out and effective in protecting workers from potential vapor exposures. This proposed contract action (Contract DE-EM0003591, Modification No. 0003) will extend the current period of performance set to expire on February 29, 2016 until September 30, 2016. Funds will also be added to cover the expenses during this additional timeframe. Longenecker & Associates has an experienced and knowledgeable staff in tank vapor management and has assembled an excellent team to provide oversight in support of DOE during Phase I of the Tank Vapor Assessment Team (TVMP) Implementation Plan (IP). This will enable safely proceeding with effective, efficient and timely efforts to manage and remove wastes from the Hanford Tank Farms. DOE-ORP previously determined that Longenecker & Associates is the only contractor that has the capability to perform the contract; likewise, Longenecker & Associates is also determined to be the only contractor uniquely capable of performing these additional in-scope services without disruption to the EM mission. The current time and materials price of the contract is $465,738.50, and the contract modification is expected to increase the time & materials price by approximately $500,000.
