- Attachment C-Technical Evaluation Criteria and Ratings Attachment B-Pricing Sheet Attachment A-Broadcast Media Services:Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. A written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-86. This procurement is being issued as a 100% Small Business Set-Aside; the NAICS code is 541820, and the size standard is not to exceed $15 million. All responsible sources under the specified set-aside may submit a quotation, which shall be considered by the agency. **The closing date for this solicitation is Monday, February 15, 2016 at 12:00pm EST. **The due date for questions pertaining to this solicitation is Wednesday, February 3, 2016 at 12:00pm EST. Submit questions and quotes by the specified deadline via email to: Carmen Ragin ( carmen.ragin@fema.dhs.gov ) Contract Type: A Single Indefinite Delivery/Indefinite Quantity Contract will be awarded from this single solicitation. The Contract will be include a Base Period and four (4) Option Periods. The anticipated Base Period of Performance is to begin upon award and dates of services will be specified on the individual Task Orders. Description of Services to be Acquired: Broadcast Media Monitoring Services, See Attachment A: Statement of Work (SOW). Instructions to Offerors: Offeror is to provide separate documents, the Technical Approach and Past Performance (limit to 2 pages total), the Pricing Information as specified (Attachment B ), and a copy of Representations and Certifications. Quotes shall be submitted via email to: Carmen Ragin ( carmen.ragin@fema.dhs.gov ) by the specified closing date. FAR 52.212-2--Evaluation-Commercial Items: The Government will award a Contract resulting from this solicitation to the responsible Offeror, whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The criteria identified below and further outlined in Technical Evaluation Criteria (Attachment C), will serve as the standard against which the Technical Proposal will be evaluated and identifies the significant factors, which the Offeror should address in their proposals. The evaluation of the Offeror's proposal shall be based upon the completeness and thoroughness of the proposal submitted. The following criteria will be used to technically evaluate the proposal. Factor 1-Technical Approach Factor 2-Past Performance (References) Factor 3-Cost/Price The factors are listed in descending order of importance, with Technical being more important than Past Performance (PP), and PP being more important than Cost/Price (C/P). Technical is more important than PP and C/P combined. Award will be made to the firm that provides the overall best value to the Government. Factor 1-Technical Approach: This includes the manner in which the Offeror's Technical Approach proposes to provide the services specified in the SOW scope (Attachment A). Particular focus will be given to the Offeror's ability to deliver a commercial broadcast media monitoring service that: *Provides the means for UNLIMITED clips *Provides media statistics, including the audience exposure and publicity value *Provides notification clips *The service ensures no purchases for additional equipment or software Factor 2-Past Performance/References: All Offerors are required to provide two (2) references currently using the service. Factor 3-Cost/Price: The Offeror's price proposal (Attachment B) will be evaluated for its reasonableness. * Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). *A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the of acceptance specified in the offer shall result in a binding contract without further action required by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. * Offerors shall include a completed copy per FAR provision at 52.212-3, Offeror Representation and Certifications-Commercial Items, with their offer.
