Description
The National Institutes of Health (NIH), Office of Acquisitions on behalf of the National Eye Institute (NEI) plans to procure on a sole source basis, only one responsible source and no other supplies or service will satisfy agency requirements for preventive and maintenance services for Drew Scientific hematology instruments model/serial # HV3393, HV2727 AND HV2721 from Drew Scientific 1604 Kestrel Avenue, Suite 102 Desoto, Texas75115. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 339112 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract with four 12 month option years. The period of performance is twelve (12) months from March 24, 2016 through March 23, 2017. The purpose of this acquisitionis to maintain the existing equipment within the building located on NIH Main Campus, Building 49 CAF. The equipment is manufactured by Drew Scientific. Also, the instrument is based on their unique specification. Other companies considered do not service Drew Scientific hematology instruments. CONTRACTOR REQUIREMENTS: The contractor shall provide a one year repair service agreement with four 12 month option years that covers the instruments listed above. The contractor is unique that they provide parts, labor and shipping to and from Drew Scientific. All repairs will be performed at Drew Scientific with a turnaround time of approximately three business days. Software and hardware changes deemed necessary and/or beneficial must be performed on-site at Drew Scientific facilities. PREVENTIVE MAINTENANCE: Drew Scientific shall maintain the above instruments in good working condition. The repair service contract shall provide parts, labor and shipping both ways to Drew Scientific for the repair. Drew Scientific agrees to perform the following emergency services subject to the terms and conditions herein and provide these services according to the schedule of services agreed between the two parties. EMERGENCY SERVICE: A twenty-four (24) hour toll free Emergency Answering Service will be provided via the phone for emergency service required outside the scheduled operator times. PLACE OF PERFORMANCE: NIH Main Campus, Building 49 Central Animal Facility, Room B1D47, Bethesda, MD 20892 This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the Office of Acquisitions, OLAO to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on February 8, 2016. All responses and questions must be in writing or emailed to Ms. Van Holley, Contract Specialist via electronic mail at holleyv@od.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
