Description
This is a SOURCES SOUGHT NOTICE for the purpose of obtaining market research only. No proposals are being requested nor accepted under this synopsis. The U.S. Army Corps of Engineers, New York District, will use information obtained under this synopsis to develop an acquisition strategy to meet the requirements for the fabrication and installation of the Troy Lock Miter Gate at Troy, New York. The intent of this synopsis is to access industry's small business concerns (including 8(a), Historically Underutilized Business Zone (HUBZone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), and all small businesses under the size standard, capability and interest in performing fabrication and installation services at Troy Lock, 1 Bond Street, Troy, New York, 12180. The project involves but is not limited to, fabricating, testing, painting, delivering, and installing new miter gate assemblies, removing the existing miter gates, gate tensioning and performing lock dewatering at Troy Lock, 1 Bond Street, Troy New York, 12180. The contract is for 2 new miter gates that are primarily bolted structures, with each gate consisting of 2 leafs. The upstream and downstream gate leaves measure approximately 26 feet wide by 30 feet tall, and 26 feet wide by 40 feet tall, respectively. The approximate upstream gate weight is 30 TNS per leaf and the approximate downstream gate weight is 45 TNS per leaf. Rehabilitation of the lock chamber concrete surfaces will be required to install miter seals, pintle assemblies, and miter gate anchorage assemblies. Additional work will be required to perform final adjustment of the gate to ensure proper alignment. Delivery of the new miter gate assemblies can be by barge or truck and shall occur prior to December 1, 2017. Delivery will be required approximately 330 working days after Notice to Proceed. Specified on-site work shall be performed during the period from December 2017 through March 2018. This period coincides with closure of the lock between navigation seasons. Project completion will be approximately 80 working days after delivery. The anticipated Magnitude of Construction is between $1M and $5M. The anticipated North American Industry Classification System (NAICS) codes for this program is 237990, Other Heavy and Civil Engineering Construction with a corresponding Standard Industrial Code (SIC) of 1629; and a Business Size Standard of $36.5 Million. It is anticipated that the program need for the project be met through the use of the two-phase best value lowest price technically acceptable single award process. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. The market research survey seeks to identify industry's experience, past performance, and capabilities to execute this project. Interested Offerors shall respond to this Sources Sought Synopsis to include the following: (1) Identification and verification of the company as an SBA certified 8(a) firm, HUB Zone, Service-Disabled Veteran Owned Small Business, or Small Business for NAICS Code 237990. (2) A CAGE Code and/or DUNS Number. (3) Indication of relevant past experience through the description of at least two (2) projects completed within the last 5 years; which are similar in scope, size complexity & magnitude as defined as follows: a. Projects shall be considered similar in scope if they contain the following: Fabrication and/ or installation of Hydraulic Steel Structures (HSS), to include Miter Gates, Tainter Gates, or Vertical Lift Gates, of similar size (minimum 20 TNS, 350 SQ FT). b. Projects shall be considered similar in complexity if they contain the following multi-disciplined features of work: Hydraulic Steel Structure (HSS) fabrication and/or installation,structural, mechanical, electrical and civil. c. Sample submitted Projects should have been for at least $1,500,000 (4) The interested contractor must indicate their capability of obtaining performance and payment bonds for a project in the dollar amount listed above. All work provided under these contracts will occur in the State of New York. At this time, it is the intent of the New York District Corps of Engineers to award a single contract to a qualified firm. Offerors responding to this Market Research Synopsis shall be limited to information required above and shall be submitted no later than 1600 (4 pm) EST on 15 FEB 2016.
