Fiscal Year 2016 Quantity - 1 each Unit of Issue - each Destination - Defense Supply Center Columbus (DSCC) 3990 East Broad Street, Bldg 17-3 Mark for: Product Test Center, Building 9-1 (TM Lab) Attn: Jonelle Lyons (jonelle.lyons@dla.mil/614-692-7153) Columbus, OH 43213 Period of Performance - 70 days Performance Work Statement (PWS) Technical Specifications X-Ray Fluorescent Coating and Material Testing Machine (XRF) DLA Product Test Center, TM LAB Objective This is a description of the DLA Product Test Center (TM Lab) requirements for the purchase of a new or refurbished XRF. It is the intent here to clearly define all required performance characteristics. In generating this statement, our objective is to end up with equipment that expands our overall testing capability, in both accuracy and efficiency. Because we want to maximize the ease of use some of the required features listed below will be specific. Our general objective is to minimize any impact to the DLA Product Test Center (TM Lab) operations and our customers as a result of this procurement, especially with regards to test cycle time. General Requirements 1) Windows based operating system 2) Capable of analyzing metal and alloy platings and their their thicknesses 3) Multiple coating layer capable 4) Minimum sample chamber size 17.5" x 12.0" x 3" 5) Automatic Optical Focusing 6) Capable of bulk semi-quantitative chemical analysis of elements Ti, V, Cr, Mn, Fe, Co, Ni, Cu, Zn, Sr, Zr, Nb, Mo, Ag, Cd, In, Sn, Ta, W, Re, Pt, Pb, Bi. Additional elements can be added 7) Capable to analyze for metal ion concentration in plating solutions 8) Include user's manual 9) Two days of training, 8 hours each day for 4 associates, to be conducted on site at DLA Product Test Center, TM Lab, Columbus, Ohio. Warranty 1) Contractor shall provide a minimum of a one-year warranty on all components from the Government system acceptance date. The warranty will include all costs for repair or replacement as required. Calibration 1) The calibration certification must be traceable to NIST. Other Requirements 1) PLEASE NOTE: The PTC has a Veeco 300AT XRF with a blown X-ray tube for trade in on a new or refurbished to a like new condition XRF. ALL Quotes must include the value of the Veeco XRF as a reduction in price on the equipment being purchased. 2) If equipment is refurbished all components must be new. 3) Delivery: 8-10 weeks from date of the award. 4) Contractor shall contact Jonelle Lyons (jonelle.lyons@dla.mil/614-692-7153) to schedule the delivery. 5) All shipping costs are to be included in the contracted price. 6) Shipment and training at: Defense Supply Center Columbus (DSCC) 3990 East Broad Street, Bldg 17-3 Mark for: Product Test Center, Building 9-1 (TM Lab) Attn: Jonelle Lyons (jonelle.lyons@dla.mil/614-692-7153) Columbus, OH 43213 7) Invoices shall be submitted through Wide Area Workflow (WAWF), See DFARS Clause 252.232-7006 Wide Area Workflow Payment Instructions for detailed instructions on how to submit invoices.
