- The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis to modify the existing contract 263010050/HHSH250201200003W, with the SRA, International, Inc. 4300 Fair Lakes Court, Fairfax, Virginia 220334-4232, to add the following IT Security related tasks: 1) Security Initiatives Support, 2) New Day Compliance Initiatives Support, and 3) System Testing to support the Security Initiatives and New Day Compliance Initiatives. This proposed work will develop secure IT infrastructure to leverage HRSA's significant national security, IT, and cybersecurity expertise, incorporating security into the fundamental design of the systems, strengthening the security of the data environment and providing robust privacy protections. These changes will help the National Practitioner DataBank (NPDB) system stay ahead of currently known cyber threats and minimize program risk. Specifically, the required security related initiative support is to 1) Replace a legacy Fraud Detection Service (FDS) solution, 2) Implement the HHS Access Management Service (AMS) integration initiative, 3) Implement an anticipated second factor authentication initiative, 4) Implement an antivirus capability to scan files, 5) Enhance the NPDB website encrypted communications and secure connections, 6) System architectural changes, and 7) Additional high priority POA&M tasks and OIT mandated security priorities. New Day Compliance Initiatives are needed to create new business processes and enhancements and to perform the appropriate system testing for the security initiatives and the new day compliance initiatives. This notice is provided pursuant to 10 U.S.C 2304(c)(1) and FAR part 6.302-1: the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. A competitive procurement conducted in 2011 resulted in SRA as the successful offeror. Negotiations with the SRA, Intl. for this modification will result in a more secure IT system benefitting all those whose names and information in this databank. The contractor SRA International Inc. has proprietary knowledge and experience with the NPDB project no other company can provide these services of this modification more efficiently and effectively, because SRA has successfully performed the contract for the last twenty (20) years, which accrues to the benefit of the Government. Due to the difficult learning curve effect, a different contractor would have to perform a significant amount of rework to catch up in order to perform the required work. Using any another contractor is not acceptable because of delay of service and the duplication would create many inefficiencies and it would cost the Government time, and additional funding which would increase project and program cost, lengthen the schedule, and raise performance risks. The additional cost and delay in the program is not anticipated to be recovered through competition. The intent of this notice is not to solicit competitive offers. The proposed contract modification/action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, interest offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for considerations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
