The Department's mission is to promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access. The Office of the Chief Information Officer (OCIO) provides the technological solutions that enable the Department to deliver world-class service to schools, students and their families. To accomplish its mission, OCIO advises and assists the Secretary and other senior officers in acquiring information technology (IT) and managing information resources. OCIO helps these leaders comply with the best practices in the industry and applicable federal laws and regulations, including the Clinger Cohen Act, the Government Paperwork Reduction Act and the Federal Information Security Management Act. In addition, the agency's Chief Information Officer is charged with establishing a management framework that leads the agency toward more efficient and effective operations, including improved planning and control of IT investments. On September 27, 2007, the Department replaced its enterprise wide network and IT support services contract, known as the Education Network Contract (EDNET), with the Education Department Utility for Communications, Applications, and Technology Environment (EDUCATE) Contract. EDUCATE is a 10-year performance-based contract (Base Year, plus 9 option periods) that moved the Department from a Government-Owned, Contactor-Operated (GOCO) IT environment to a Contractor-Owned, Contractor-Operated (COCO) managed IT infrastructure service model. The contract provides IT resources to all Department employees and Contractors - approximately 6,200 users who work in Washington, D.C., 10 regional offices in the Continental US and Puerto Rico and various Satellite Offices. The EDUCATE Contractor provides the fully-managed services that include infrastructure, computers, telecommunications devices, an e-mail network, the Department's Internet and intranet sites, servers, telephone systems and network printers, and other services and equipment as needed. In May 2015, the Department began initial requirements gathering from all interested parties from within the Department. Requirements gathering efforts have focused on understanding both the functional and technical needs of business process and system owners in terms of the services to be offered and delivered via the next generation of OCIO IT Service contracts. The Department conducted a Market Research Industry Day on 22 June 2015 followed by an invitation to comment on the business requirements that were published as part of the first request for information (RFI) (#EDCIO15112017RFI1).
