Description
Pre-solicitation Notice for Request for Proposal Number/Title: DE-SOL-0008687, Pilot Interim Storage of Spent Nuclear Fuel: Generic Design and Topical Safety Analysis Report The Department of Energy-Idaho Operations Office intends to issue a Request for Proposals (RFP) for the development of a generic design of a pilot interim storage facility (ISF) for spent nuclear fuel (SNF) and an associated Topical Safety Analysis Report (TSAR) suitable for submittal to the Nuclear Regulatory Commission (NRC) for review, approval, and issuance of a Safety Evaluation Report (SER). The Statement of Work for the generic design of a pilot ISF and its associated TSAR includes the following: (1) A fully developed and documented generic design for a pilot ISF for the receipt and storage of SNF currently in dry storage canisters at shutdown reactor sites and the GTCC-LLW stored at the those sites. (2) A prepared TSAR suitable for submittal to the NRC for review, approval, and issuance of an SER. The TSAR shall be based on the generic design developed. (3) Technical support during the NRC review including the development of draft responses to resolve Requests for Additional Information (RAIs) resulting from the NRC?s review of the TSAR. Offerors are advised that the apparent successful offeror will be evaluated for any apparent conflicts of interest pursuant to the requirements of FAR Subpart 9.5 and DEAR Subpart 909.5. DOE reserves the right to deny award based on any apparent conflict of interest that cannot be avoided, mitigated, or neutralized. An RFP is anticipated to be released and posted to the http://www.fedbizopps.gov web site, via the FedConnect website portal (www.fedconnect.net), on or about February 25, 2016 with an anticipated RFP closing response date of April 7, 2016. Award is estimated to be on or about June 27, 2016. A firm fixed price base contract, with three time-and-material one-year options, is anticipated. The procurement will allow for full and open competition. All responsible sources may submit an offer which shall be considered. The award of a resulting contract is dependent on the availability of appropriations. The NAICS code is 541330, titled Engineering Services (Size Standard: $14.0M).
