Description
This project is considered a small business set-aside. The FAA is seeking experienced firms to provide all labor, material, equipment, tools, supervision and transportation to provide the scope of work in accordance with the plans and specifications as follows: Construct a new concrete foundation slab and antenna array platform for the Runway 09 Localizer at the Duluth International Airport, Duluth, Minnesota: 1)Provide a licensed surveyor to establish the extended runway centerline, and layout the location of the concrete localizer foundation. 2)Dismantle and dispose of existing localizer antenna platform. (Antenna to be dismantled by FAA.) 3)Excavate around existing foundation piles down to six feet below grade, back fill with specified engineered fill material and compact. Dewatering this area may be necessary in order to excavate. 4)Construct new concrete foundation slab and antenna platform in accordance with the drawings and specifications. 5)Install new cabling from the existing equipment shelter to the new antenna and platform, in accordance with the drawings and specifications. 6)All work accomplished on this project shall be coordinated with the FAA Contracting Officer ™s Representative (COR) to avoid conflicts with Air Traffic Control Operations. All work shall be in accordance with the latest version of FAA Advisory Circular 150/5370-2, Operational Safety on Airports During Construction and all documents outlined in the Contract. THIS PROJECT WILL NEED TO BE PERFORMED DURING THE RUNWAY SHUTDOWN SCHEDULED FOR MAY 2, 2016. FIRMS WILL NEED TO CARRY ADDITIONAL LIABILITY INSURANCE AS DETERMINED BY THE AIRPORT AUTHORITY. THE TOTAL ESTIMATED PRICE OF THE PROPOSED CONSTRUCTION PROJECT IS BETWEEN $250,000 and $500,000. PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED. The North American Industry Classification System (NAICS) is 237990, other heavy and civil engineering construction; small business size standard is $36.5 Million. This acquisition will be a competed action. The contractor awarded the contract must have an active registration in the System for Award Management (SAM) before award can be made. Contractors can register at www.sam.gov ANTICIPATED RELEASE OF RFO IS ANTICIPATED FOR MARCH 2016. VERBAL REQUESTS FOR THE SIR WILL NOT BE HONORED. INTERESTED FIRMS MUST HAVE SUCCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK WITHIN THE LAST THREE YEARS. INTERESTED FIRMS MUST COMPLETE AND SUBMIT ATTACHED BUSINESS DECLARATION FORM ALONG WITH A LETTER OF INTEREST. General contractors must submit their interest for subject project on letterhead and include the firm's name, address, e-mail, phone number, fax number, and point of contact along with the Business Declaration Form and the Sensitive Security Information Form no later than February 10, 2016 Letter of interest may be sent electronically to melody.mcgovern@faa.gov. "This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women- owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
