- Please note the following questions and answers regarding this RFP: Q5: Selection criteria: how you assign the points? Technical Experience: 50 points, and the different elements to be assessed are listed, but are not "weighted," i.e. not clear if the first bullet [is] worth 49 points and the second bullet point [is] worth 1 point. The same happens with the Financial Experience, how you weight the different elements to assess? A5: Per Section 4 of the RFP, the award criteria and their assigned point values are as follows: Technical Experience (50 points), Work Plan and Project Methodology (20 points), Financial Experience (20 points), and International and Regional Experience (10 points). The bullet points under "Technical Experience" and "Financial Experience" describe the specific areas of experience that will be evaluated under each criterion, but points will not be assigned to each bullet point. Q6: As a follow-on question to [Q1], I assume that subcontractors are also precluded from participating in the project? A6: Correct, the selected Contractor and its subcontractors are precluded from participating in the project. Q7: Does "the project" refer to all of the individual projects that will eventually deliver the required LNG infrastructure for the Panama Canal? If so, does this also apply to named subcontractors of the winning bidder? A7: The selected Contractor and its subcontractors are precluded from participating in the project. The project refers to any projects that follow from the Feasibility Study. Per the Grantee, the objective of the preclusion is to ensure the independence and impartiality of the analysis performed under the Feasibility Study.
