Description
Subject: Synopsis of Proposed Contract Action for Executive Search Services Authority: Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions The Library of Congress intends to solicit contract support to provide assistance in identifying qualified candidates for the position, Chief, Interpretive Programs Office (IPO), and in encouraging such candidates to apply for the position via regular Federal employment procedures. The Chief, IPO, will lead the development, planning, and execution of exhibits at the Library of Congress. Particular emphasis is to be placed on identifying candidates from the library and museum worlds who have knowledge and experience in working in the latest trends in museum and library exhibition practices, including the use of electronic interactives, online exhibitions, and mobile applications. The contractor will identify suitable candidates for the position and ensure that a pool of highly qualified candidates applies. Services to be provided include: •Identifying publications, both print and online, as well as other forms of communication, that are the best vehicles for making potential candidates for this position aware of the opening and encouraging them to apply •Contacting professional organizations or other institutions or organizations that may have lists of or contacts with potential candidates for this position, with the aim of encouraging them to apply •Contacting suitable candidates and raising their awareness about the position, using existing databases or other sources of information to identify likely applicants •Answering questions about the Federal hiring process and the procedures used in it to facilitate applications by the largest possible number of qualified candidates. Proposed Solicitation (RFQ) Number: LCNIO16Q0009 Anticipated Issue Date: February 2016 Anticipated Closing Date: 2-3 weeks following solicitation issuance Anticipated Award Date: March 2016 Place of performance: Contractor facility Set-Aside Status: NOT APPLICABLE. As a legislative branch agency, the Small Business Act does not apply to the Library of Congress; the Library is not authorized to set aside requirements for small business. All responsible sources may submit a quote in response to the future solicitation, which will be considered by the agency.
