- Performance Work Statement Solicitation FA8224-16-T-0016 FA8224-16-T-0016 Maintenance & Calibration Thermal Spray Equipment This is a combined synopsis/solicitation for commercial service/items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation which is hereby issued as an attachment. The solicitation number is FA8224-16-T-0016 and is issued as a written request for proposal (RFP), utilizing FAR Part 12 Commercial Acquisitions, FAR Part 12.6 Streamlined Procedures, FAR Part 13 Simplified Acquisition Procedures (SAP), and FAR Part 15 Contracting by Negotiation. Applicable clauses and provisions are listed in the attached solicitation. All clauses/provisions applicable to the solicitation will remain in full force in any resultant award. SOLE SOURCE PROCUREMENT - The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source,Sulzer Metco Inc., under the authority of FAR 13.106. This is being sole sourced because Sulzer Metco owns all data rights and possesses the knowledge to provide the support needed. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation is being issued pursuant to the procedures at FAR 13. The 532nd Commodities Maintenance Group located at Hill Air Force Base, Utah intends to award one sole source contract for (1) base year with two (2) option years for the annual service, repair, calibration and certification of the Sulzer Metco Thermal Spray Equipment in accordance with the attached Performance Work Statement (PWS). Responses should include: (a) Company Name (b) Company Address (c) Company Website (d) Company Point of Contact and Phone Number (e) Type of Business and business size (Small Business, Large Business, 8a Small Business, Hub zone Small Business, or Service Disabled Veteran Small Business) (f) Number of Employees (g) Facility cage code (h) Whether U.S. or Foreign-Owned Firm. (See AFMC MP5305.207(c) (91)) Be advised all firms must be registered with the Central Contractor Registration (CCR) and Online Representations and Certifications Applications (ORCA) through the System for Award Management (SAM) at www.sam.gov. Payment terms are Net 30 days after government acceptance in Wide Area Workflow (WAWF). All payments are to be paid via the Internet through the Wide Area Workflow (WAWF) system. WAWF may be accessed at https://wawf.eb.mil. WAWF training may be accessed online at http://wawftraining.com. Payment information may be accessed using the DFAS website at https://www.dfas.mil. Your purchase order/contract number or invoice will be required to inquire status of your payment. All correspondence sent via e-mail shall contain a subject line that reads "FA8224-16-T-0016 Thermal Spray. Note that e-mail filters at Hill AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe, or.zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Hill AFB. If sending attachments with e-mail, ensure only.PDF,.doc, or.xls documents are sent. The e-mail filter may delete any other form of attachments.
