Description
The United States Army Security Management Directorate is looking for prospective contractors to provide Management, Logistics, Engineering services and material supply services for the Faire Share Sustainment Program (FSSP). The contractor shall provide those engineering, test, product assurance, configuration management, and logistics services necessary to perform effort in the areas of supply. Maintenance, and fielded use of the HAWK Missile System and Depot Maintenance Plant Equipment. The man-hours, supplies, and other incidental services shall not be expended to provide any engineering support to production efforts. The contractor shall not duplicate efforts under the terms of any existing or completed contract with the U.S. Government. The contractor shall appoint a technical manager counterpart of the Missile Systems Management Branch (MSMB) technical manager and an individual with responsibility for each major area of the contract. The contractor shall perform the engineering, engineering prototype fabricating, testing, documenting, and associated services necessary to accomplish the objectives of the FSSP. The contractor shall, throughout the life of the contract, provide all materials, personnel, equipment and incidental supplies necessary to perform the work required. The contractor shall perform the necessary engineering and associated work required to maintain the existing missile system design to minimize obsolescence and to correct deficiencies that adversely affect field use. Only components/ material/ part that meet the requirements of the applicable drawings, Missile Specifications, Technical Manuals (TM's) shall be used by the contractor with the HAWK Missile System. The contractor shall provide services necessary to maintain the HAWK equipment assigned as a test base at the contractor's locations, principally at Pelham Test Facility (PTF) and White Sands Missile Range (WSMR) NM. The contractor shall provide software maintenance for all tactical and non-tactical HAWK software. The contractor shall maintain the software requirements, software documentation, software code and development environment. The contractor shall be responsible for the conduct of engineering investigations, the validation of hardware and software modifications in support of product improvements and Engineering Change Proposal (ECP) activities and support or conduct of test which are task by the MSMB. The contractor shall develop, implement and maintain an effective and economical quality assurance system. All quality assurance program documentation plans, and procedures prepared under previous HAWK/USG contracts in compliance with established quality system described above shall be utilized to the maximum extent possible. The USG shall have access to all use as is and repair data. The contractor shall provide quality and inspection support for the HAWK program in the areas of Modification Work Order (MWO) validations, product improvement effort and field deployment. The USG through any authorized representatives has the right at all reasonable times, to inspect, or otherwise evaluate the work performed or being performed and the premises on which it is being performed. The contractor shall provide Software Quality Assurance (SQA) to maintain a fully functional and effective software quality program. The procedures, practices, configuration, design, documentation, programming, reporting, and overall contract requirements shall meet the needs of all HAWK FSSP FMS customers. The contractor shall analyze user system interfaces of any proposed change to deliverable hardware to assure that Human Factors Engineering (HFE) features are enhanced or, if the proposed change is not directed toward the user system interface, that the established HAWK system HFE features are maintained or improved and are not adversely effected. The contractor shall ensure the inherent safety originally designed into the system shall be maintained at all times. The contractor shall provide a system of configuration and engineering management that shall assure that appropriate records are maintained. The contractor shall ensure that the USG is notified of any changes to hardware or software that results in configuration items meeting the requirements of the Technical Data Package (TDP). The contractor shall interface with all engineering groups, both USG and contractor, to ensure that all logistics information needed to develop and implement modification programs is provided as part of ECP's and activity reports. The contractor shall provide the USG with engineering services and material, change notices and package contents drawings, relative to the MWO and kit drawings. The contractor shall provide immediate notification by telephone, fax, or other means of any proposed hazardous material mitigation/ elimination efforts that may adversely impact schedules and cost or performance. The contractor shall maintain a current and updated list of Government Furnished Equipment (GFE). All GFE is the property of the USG and shall not be transferred to any individual or agency, public or private, without the express written consent of the USG. The contractor shall remain accountable for all GFE items from receipt of items until those items are returned to the USG.
