- AMENDMENT TO IFB AND CLARIFICATIONS THROUGH QUESTIONS AND ANSWERS. REVISED BID DATE IS WEDNESDAY, 27 JANUARY 2016 AT 3:00 ET The Virginia Army National Guard (VaARNG) has approximately 69 bales of cardboard (OCC) weighing approximately 1400 pounds each, 11 boxes of white paper, 2 boxes of newspaper, 8 bales of shredded white paper weighing approximately 800 pounds per bale and 13 Gaylord boxes of mixed paper (office waste). Box weight average 800-1000 pounds each. Material is available for review at Building T-2360, Fort Pickett, Blackstone, VA from 7:30 a.m. until 4:00 p.m. ET on 12-15 January 2016 by contacting the Recycling Manager at 434-292-2800. CONTRACTOR MUST PROVIDE GAYLORD BOXES TO REPLACE THOSE REMOVED. A deposit is not required to submit a bid however, within three (3) business days of award, the successful contractor must provide an earnest money deposit of 20% of the total bid price to the Contracting Officer. This deposit will be held for the duration of the project. The contractor may remove materials up to the value of the deposit. These loads must be paid for within seven (7) calendar days of removal and before additional loads are removed. The check, along with weight tickets, must be submitted to the Contracting Officer on the seventh day. The VaARNG reserves the right to retain the deposit until such time as all weight tickets have been received and the purchaser has paid in full all invoices for all property removed. Interest will accrue on all late payments at the daily rate of 1.375% in accordance with 41 U.S.C. 611 (https://www.fms.treas.gov/prompt/index.html). In addition, an administrative fee may be charged to collect a delinquent payment. Material must be removed within 14 calendar days of notification of award and submittal of 20% earnest money. The Qualified Recycle Program (QRP) manager shall oversee the loading of the material and shall annotate the total weight of the load. This total is still only an estimate. The purchaser shall weigh before and after loading and shall provide copies of all weight tickets along with a certification of the scales used. The government's and purchaser's weights shall be compared and reconciled. The purchaser shall provide payment in one of the accepted formats within 30 calendar days of award. Payment is to be made payable to US Treasury; remittance shall indicate it is for the purchase of U.S. Government Property. Acceptable forms of payment include certified check or money order only. Bids are to be submitted in pounds on the SF114F form. Bids are due by 3:00 p.m. ET on WEDNESDAY, 27 January 2016. Bids may be delivered in person, mailed or faxed to Susan Swanson, Contracting Officer, USPFO-ASO, Building 316, Fort Pickett, Blackstone, VA 23824. Seller reserves the right to refuse all bids.
