- Solicitation Naval Undersea Warfare Center, Division Keyport has a requirement for power conditioner heat transfer segments in accordance with Drawing# 5818416 Rev E and Technical Requirement# 5624413 Rev F, and power conditioner wedge segments in accordance with Drawing# 5818930 Rev C and Technical Requirement# 5624413 Rev F. The requirement includes a base quantity of approximately 1000 to 2000 heat transfer segments and three (3) option quantities of approximately 400 to 800 heat transfer segments, and a base quantity of approximately 3000 to 4500 wedge segments and three (3) option quantities of approximately 800 to 1200 wedge segments. Offerors will be evaluated on the basis of lowest price, technically, and past performance acceptable to the Government; that is, selection of the contractor is to be based on the establishment of minimum requirements to be evaluated on an "acceptable" or "unacceptable" basis. This requirement is issued in accordance with FAR parts 12 and 13.5, and is being issued as a combined synopsis/solicitation for commercial items in accordance with FAR 12.6, as supplemented with additional information included in the attached solicitation. This announcement constitutes the only solicitation. The solicitation issued as a request for quotation (RFQ) is N00253-16-T-0069 and is attached to this announcement. Provisions and clauses in effect through the latest Federal Acquisition Circulars are included in the attached solicitation. It is anticipated that the resultant contract will be a firm-fixed price (FFP) supply type contract. The applicable NAICS code for this requirement is 332710, with a small business size standard of 500 employees. The procurement will be solicited as a 100% small business set-aside. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9. Offerors wishing to submit a proposal are responsible for downloading their own copy of the solicitation from www.fbo.gov and to frequently monitor the site for any amendments to the solicitation. A bidders list will not be maintained by this office, no telephone or fax requests for the solicitation package will be accepted. Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of quotes may render the vendor's offer non-responsive and result in rejection.
