Description

This is Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the Solicitation; quotes are being requested and a written Solicitation is attached. This is a Small Business Set-Aside requirement only qualified offers may submit bids. Solicitation VA-244-16-Q-0413 is issued as a Request for Quotation (RFQ) and constitutes the solicitation, a written solicitation is attached. NAICS Code is 561210 and size standard is $38.5M. Any firm that does not meet the capability and size standard under this NAICS code should not submit a response to this notice. Contract Type: The government anticipates awarding Firm Fixed Price Purchase Award. Award will be made to the lowest price quote which conforms to the requirements within this solicitation. Service Contract Act (SCA) Wage and Determination rules and regulations are applicable to this request and can be accessed at http://www.wdol.gov In order to be considered for a government award, the firm must be registered in SAM @ www.sam.gov. Description of Services: This requirement is for the Erie Veterans Affairs Medical Center is located in Erie, PA. EVAMC treats eligible veterans for various conditions. This contract is to clean and treat the fuel oil #2 ultra-low sulfur dyed red in 5 underground and 1 above ground storage tanks. The tanks are emergency fuel for diesel generators, boilers and off road equipment. The proposal shall be submitted in the form of Base Year and four option years. The offeror shall provide with their quotes sufficient evidence that they possess the proper qualifications, certificates, credentials, adequate resources, capability, experience, responsibility and integrity to meet the technical capabilities to comply with the requirements of the solicitation. The vendor shall ensure the cleaning process complies with all current applicable federal safety standards, NFPA regulations on fuel, OSHA requirements, environmental regulations, and state regulations, including proper disposal of extracted waste materials. All questions regarding this solicitation must be submitted to the Contract Specialist in writing by e-mail to Johnny.Barton@va.gov no later than 4:00 PM EST, January 28, 2016. All responses to questions will be incorporated into a written amendment posted to the Federal Business Opportunities website (www.fbo.gov). Amendments to this Solicitation: Offerors are encouraged to monitor the Federal Business Opportunities website with respect to this solicitation because any amendments to this Solicitation will be posted on that website (www.fbo.gov). All Quotes regarding this solicitation must be submitted to the Contract Specialist in writing by e-mail to Johnny.Barton@va.gov no later than 1:00 PM EST, February 2, 2016. The subject line must specify VA244-16-Q-0413 - Services for Fuel Oil Storage Tanks at the Erie VAMC.
