Description
Solicitation W81XWH-16-T-0055 This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, Streamlined Procedures for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation number is W81XWH-16-T-0055. The solicitation is issued as a request for quotation (RFQ). Provisions and clauses in effect through Federal Acquisition Circular 2005-78 are incorporated. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses https://acquisition.gov/far/index.html and http://www.acq.osd.mil/dpap/sitemap.html. This is a Full and Open Competition acquisition; all qualified vendors are encouraged to submit a quote. The US Army Medical Research Acquisition Activity (USAMRAA) on behalf of the US Army Aeromedical Research Laboratory (USAARL), Fort Rucker, Alabama, requests responses from qualified sources capable of providing a vibration data acquisition system and accessories in accordance with the following Minimum Essential Characteristics (MECs): The brand name or equal Vibration Data Acquisition System shall have the following minimum essential characteristics (numbers in parentheses refer to Crystal Instruments part numbers): 1) CoCo-90 Handheld Dynamic Signal Analyzer and Data Collector (CoCo-P03 or equal) a) Input channels - Shall have 16 or more connectors i) Shall have 100 dB dynamic range ii) Shall have 24-bit A/D converters iii) Shall have range + or - 10 Volts iv) Shall have built-in IEPE current source v) Shall be single-ended vi) Shall allow AC or DC coupling b) Outputs - shall have 1 connector i) Shall have 100 dB dynamic range ii) Shall have 24-bit A/D converters c) Sampling rates i) Shall have a minimum of 50kHz simultaneous collection d) On-board flash memory i) Shall have 4 GB or larger for system and data storage e) Interface options for data transfer or remote operation i) Shall have 2 or more USB ports ii) Shall have 100Base-T Ethernet or better iii) Shall have SD card f) Package size i) Shall have external case size not to exceed 300 mm x 200 mm x 100 mm ii) Shall weigh 5 lbs. or less g) Power options i) Shall have AC adapter: 110-240 Volts AC ii) Shall have internal battery operating up to 8 hours 2) Engineering Data Management Software - PA Premium (EDM-03 or equal) comprising: a) Shall have integrated suite of software tools for data management and post processing. i) Shall interface between PC and item provided ii) Shall analyze data, plot waveforms, spectra and trends, create reports iii) Shall allow remote access and control of CoCo-90 or equivalent (critical when troubleshooting any problems with the hardware) iv) Post-processing shall include, at a minimum, data conditioning, real-time filters, FFT spectral analysis, and RMS calculation. Software shall allow users to build customized algorithms for real-time data collection and analysis
