Sources Sought Number: HHS-NIH-OD-OLAO-SS-16-016 Project Title: Building One (1) Coffee Bar (NIH Main Campus) "This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice." I. Statement of Work A. Background Information The initial operator of this facility was designated under the Randolph-Sheppard Act by the State Licensing Agency (SLA), the Maryland Business Enterprise Program for the Blind. Under the terms of the Randolph-Sheppard Act, NIH had no direct supervision over the operator. The SLA was responsible for supervision and coaching the operator through their internal agreements. The initial SLA designee withdrew plans to operate prior to opening of the facility due to concerns with profitability. The second SLA designee operated the facility for six months and was not able to maintain financial sustainability, even as ORS modified hours of operation and food options. On October 12, 2015, the SLA formally notified NIH that the current operator would no longer operate the facility and gave notice that the operation would cease after 45 days. They stated that the SLA did not have another sponsored operator. By recusing themselves from running this operation, the SLA has released NIH from any responsibility of ever designating this facility as a set aside for the Randolph-Sheppard program. The existing coffee bar facility in Building One (1) serves primarily the existing cluster of small buildings in the immediate vicinity. Its hours of operation as of December 14th, 2015, are from 7:30AM until 4:00 PM Monday through Friday as designated by the NIH. Due to the small size of the facility and the location on the third floor of a very old building, the coffee bar has very limited food preparation space. It is, however, required to provide a variety of high quality breakfast items, assorted sandwiches, fresh pastries, gluten free and vegetarian items, salads, hot soups and Panini sandwiches, as well as a large assortment of beverages due to the intermittent conferences and diverse nature of the visitors to Building One (1). Sales are estimated at $80,000 per year. This is based on the pervious operator's sales rate with an optimistic increase in sales of 8%. B. Objectives The contractor is required to operate the existing coffee bar facility in Building One (1) at NIH Bethesda Main Campus under a no-cost performance based contract. II. Services to be performed A. General Requirements 1. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, materials, equipment and facilities needed to perform the Statement of Work below. 2. All work under this contract shall be monitored by the Contracting Officer Representative (COR). B. Specific Requirements The Office of Research Services, Division of Amenities and Transportation Services is seeking an operator for the Building One (1) coffee bar. The operation will run from 7:30 AM until 3:30 PM, Monday through Friday year round, exclusive of all federal holidays. All services are to be provided at no cost to the government Current building population is approximately 150. The operation will provide a minimum variety of six drip coffees during the open hours. Additionally the vendor will provide a wide array of, made to order, high quality specialty coffee drinks using the existing Nuovo Simonelli 2 group semi-automatic espresso machine already in place. The operator must supply drip coffee brewers and whole bean grinders for the facility as well as appropriate signage and all service utensils necessary. Prior approval of all signage is required by the government. Other beverages to be offered will includes organic fresh fruit smoothies, bottled waters, both assorted cold and hot teas, vitamin drinks, fresh juices, and sodas. Breakfast service will include a variety of fresh muffins, bagels and pastries daily as well as breakfast sandwiches and other hot items that may be cooked in the existing turbo chef oven. Individual cereals, and a variety of yogurts must be ready for purchase. All appropriate condiments, i.e. jams, butter, cream cheese and toppings should be available. Lunch offerings are to include a minimum of 2 soups, one of which will be non-cream based and preferably vegetarian. A variety of high quality, freshly made sandwiches, salads and Paninis are to be available daily during the lunch period. Chips, nuts and low sodium snacks, as well as fresh whole fruit are required to be available daily. Food preparation is not available in the facility. The operator is required to provide proper holding and transportation vessels required to meet the 2013 FDA unified food code and is subject to regular inspection and review of records regarding, production, holding temperatures and times. Any production facilities are required to have all needed tax and sanitation licenses and may be inspected without notice. Pricing of all items for sale are subject to prior approval by the government. All customer disposables i.e. Plates, cups, sleeves, utensils, etc. are to be made of 100% compostable material. Proposed staff must pass government security clearance prior to placement on campus. The vendor will provide all uniforms, nametags, hair restraint, gloves, and cleaning supplies to maintain the proper level of sanitation. Important Considerations: As part of their capability statement submittal, respondents must demonstrate how they can satisfy the following requirements to be considered: (i) Meet all licensing/insurance requirements, provide Small Business Certificate of Competency (COC), and comply with other Federal, state, and local laws. (ii) Deliver outstanding customer service and hospitality that contributes to the customers' overall enjoyment of the dining experience. (iii) Establish and maintain strict safety and sanitation guidelines in accordance with the FDA Uniform Code 2013. (iv) Establish and maintain high standards for facility operation and equipment maintenance. Anticipated Period of Performance: The period of performance is expected to be from January 12, 2016 to June 13, 2020. Two additional extensions of 5 years each are possible. Submission of Capability Statements and Delivery Instructions: In 20 pages or less any interested business organization should submit a capability statement of their organization which demonstrates a technical understanding of this requirement. Interested vendors should provide a statement that addresses the following information and describe how their company is capable to meet the requirements listed above. Submit all responses via email by the stated deadline: • Describe in detail your industry experience performing the requirements described in the statement of work above on a comparable scale and include when, where, and how long performed. (This could include Government (including GSA or other GWAC) and non-government contracts). • Provide evidence of business capacity, capital feasibility, and number of years in business. • Respondents should also include any other information that may be helpful in developing or finalizing the acquisitions requirements. The NAICS Code for this requirement is 722310 (Food Service Contractors). If your business does not qualify as a small business under this NAICS code, or exceeds $35.5 million you should NOT submit a response to this notice. • Responses must reference the sources sought number HHS-NIH-OD-OLAO-SBSS-16-016 and include the following: (1) Name and Address of the organization (2) Size and Type of business. Also indicate the socioeconomic status of the company, i.e., small business concern, 8(a), HUBZone, etc. and provide business certification, if any (3) Point of Contact with name, title, phone, fax and email (4) DUNS number. • All information submitted in response to this announcement must be received on or before the closing date of: February 3, 2016 at 10.00 A.M.
