Description

The Veterans Benefits Administration (VBA) intends to award a sole source contract for web-based legal research subscription services under the authority of 10 U.S.C 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to Thomson Reuters Westlaw Publishing (CAGE 89101), 610 Opperman Drive, Saint Paul, MN 55123-1340. The requirement is for web-based legal research subscription services to support the Veterans Administration Central Office, Compensation Services, Washington, D.C. the continued performance of legal research support services. This action will result in a Firm Fixed Price (FFP) purchase order contract with a one (1) year performance period, beginning February 1, 2016; without the inclusion of option periods. The NAICS code for this requirement is 541199, All Other Legal Services; with a size standard of $11M. This notice of intent is NOT a request for competitive or non-competitive quotes. The Government intends to solicit and negotiate with only one source. No Request for Quote (RFQ) will be available for the submission of quotes. However, responsible interested parties may submit a capabilities briefing which identifies their interest. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received; and telephone responses will not be accepted.
