Description

The Department of Veterans Affairs, Durham VA Medical Center R&D Service intends to negotiate on a sole source basis with Visual Health Information for an interactive website with content related to exercise and knee osteoarthritis for Veterans, in accordance with FAR 6.302-1. This service will be utilized in conjunction with the Stepped Exercise Program for Veterans with Knee Osteoarthritis (STEP-KOA), a randomized clinical trial examining a stepped exercise program for Veterans who have knee osteoarthritis (OA). The system utilized must be designed specifically with the needs and limitations of patients with knee osteoarthritis in mind, provide tailored exercise recommendations based on patient-reported pain and function, provide videos to illustrate the tailored exercise program, provide recommendations for appropriate progression of exercises, have an evidence base in the scientific literature for acceptability and efficacy for patients with knee osteoarthritis, and have been developed by an interdisciplinary team of scientists and clinicians. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Wednesday, January 27, 2016, 4:00, EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government
