Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is 10 USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to award a sole source contract to L3 Communications for a six (6) month period of performance, Firm Fixed Price (FFP) contract. The contract will be a trade study to examine the optical parameters that affect target recognition and identification. The results of the study will be incporated into a system design, building on the base technology from the L3 Communications Phase 3 Integrated Ballistic Reticle System (IBRS). While the results of the trade studies are important, the goal of this effort is to facilitate potential design changes to optimize the IBRS system for follow-on sniper systems. The trade study is intended to provide a transition pathway for IBRS technology to be integrated on a smaller platform while still meeting user identified capability gaps for kinetic energy weapon lethality, effectively extending the stand-off range for squad designated marksmen. Phase 4 requires development and conducting trade studies that will define optical design parameters required to identify and determine the intent of detected targets out to 2000 meters using a rifle scope, along with development of integration and compatibility strategies for the IBRS technology to include in a system design concept. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
