Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Weather Service, on a sole source basis with Texas A&M University Systems, a non-profit entity, in accordance with the authority of 41 U.S.C.253(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Using FAR Part 12, Acquisition of Commercial Items procedures, the Government intends to negotiate a contract with Texas A&M to provide scientific support services for improvements to forecast skill in regions of complex terrain. NOAA is charged with the responsibility to provide weather, water, and climate information to protect life and property and enhance the national economy. The NOAA, Oceanic and Atmospheric Research (OAR), Global Systems Division (GSD) is improving forecast skill of wind turbine-height winds for wind power applications. Specifically, GSD is focusing on improvements to forecast skill in regions of complex terrain, and is completing this effort in collaboration with the Department of Energy (DOE). A three-year study is proposed to explore basic implementation and modeling issues associated with surface fluxes over steep and complex terrain, taking full account of the underlying terrain geometry. The emphasis focuses on fluxes of momentum, as the tensor nature of this flux makes the associated surface conditions more difficult to implement. This work is a continuation of the work completed by the University. The project will leverage the methods previously developed by Texas A&M for implementing such surface conditions numerically (Epifanio, 2007), the only known research group to have tackled this aspect of weather modeling, with the goal of extending these methods to a widely used community model, the Weather Research and Forecasting model (WRF-ARW). The updated WRF model will then be evaluated against observations, using data from the upcoming Wind Forecasting Improvement Project (WFIP 2), to be carried out in late 2015 through early 2017. The investment of the initial work with the multi-agency collaboration will be continued. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contract Specialist, and must clearly articulate it's capabilities to complete the required services. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 541990 Professional, Scientific and Technical Services and the small-business size standard is $15M of average annual receipts.
