- Vendor Questions and Responses: 619-16-1-5243-0006 / 619-16-R-0230 / ELECTRICAL VOLTAGE TESTING 1. Generators. a. What type of test are to be performed on the ten (10) generators at the Tuskegee facility? Minimum of 4 hour load test (dynamic or static) that is at least 30% of the nameplate rating of the generator per Joint Commission EC.02.05.07 EP8 b. Are the generators to be "Load Bank Tested"? Yes 2. High Voltage Switchgear a. Besides the normal testing, "Load test high voltage equipment" is asked for. Can this statement be clarified? The testing should follow the guidance laid out by the National Electrical Testing Association (NETA) as stated in VHA Directive 1028. 3. Will equal certifications to NETA be acceptable such as Professional Engineer and degreed engineer with more than 30 years experience? Section 2 sub paragraph (a) of the SOW states that Contractors shall be certified IAW NETA, if the professional or degreed engineer is NETA certified, then yes, otherwise no. 4. Is VHA Directive 2014-1028 a part of this contract? This directive specifies load bank testing of generators (not listed in the specifications) Section 1 sub para (b)- " Supplies and services: Professional testing and maintenance of electrical systems and equipment. Furnish all labor, equipment and supplies necessary to provide electrical analysis to include specialized testing, inspecting, cleaning, adjusting and appraising of electrical distribution system and apparatus to assure their reliable operation. Testing shall be performed in compliance with manufacturer's recommendations and applicable NEMA, NEC, ANSI, ASTM, ASA, and VA standards." 5. VHA Directive 2014-1028 states that circuit breakers 250 amps and above must be tested. Breakers below 250 amps must be exercised. See response to question 4
