- Notice of Intent to Sole Source The Department of Veterans Affairs, Network Purchase Ordering Office 8, hereby provides notice of its intent to award a sole-source, firm fixed Purchase Order to Philips Healthcare Address: Division of PENAC, 22100 Bothell Everett HWY, Bothell, MA 98021-8431. Funding will be $6,440.00. The Purchase Order is expected to be awarded under FAR 13.106-1(b). A Justification and Approval for Other Than Full and Open Competition is attached. The period of performance shall be immediately upon award of Purchase Order until completion of repairs. The Purchase Order will provide repair on the Philips BV Emdura C-Arm for the C.W. Bill Young VA Medical Center's located at Bay Pines Florida. NAICS code: 811219 Other Electronic and Precision Equipment Repair and Maintenance ($20.5 Million) The services required meet Department of Veterans Affairs' legal obligation to continue the fully operational condition of the Philips BV Emdura C-Arm. The Department of Veterans Affairs believes that awarding the proposed Purchase Order to another source would result in creating a non-functioning state of the existing Philips BV Emdura C-Arm. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this requirement no later than January 25, 2016, 2:00 PM EDT. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with "RESPONSE TO INTENT TO SOLE SOURCE Philips BV Emdura C-Arm" in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Lisa P. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
