Description
This is a Request for Information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The Naval Research Laboratory has an active program of research in the remote sensing, modeling and scientific analysis of the Earth's atmosphere, oceans, land surfaces, and of space (astronomy). NRL designs, tests and operates space-based, air-based and surface and subsurface sensors, and develops new remote sensing capabilities and methods of analyzing data. Current projects include: spectral imaging for the remote sensing of coastal water and of land surfaces; passive polarimetric microwave sensing of the ocean surface (Windsat, APMIR, MIS, and follow-on sensors); passive NUV, VIS NIR and passive microwave sensing of the atmosphere; SAR; bistatic radar and reflectometry; radio, IR and optical astronomy; lidar sensing of the atmospheric boundary layer and water column contents; passive sensing of direct and diffuse near-surface sunlight; and laboratory and field studies of hydrosols, aerosols, foam and bubbles, and fluid flow. NRL performs modeling, field and laboratory experiments, calibrates and validates sensors, carries out feasibility studies, designs instruments, experiments and algorithms, and performs simulations and scientific analyses. Consequently,, NRL has a requirement for scientific and engineering R&D services to support the development and applications of new and existing techniques for remote sensing (including astronomy). Tasks may include: supporting concept design and feasibility studies; assembly and testing of components or equipment, laboratory, in-field or in-flight (in-air or in-space) calibration, validation and operation of deployed systems, analysis of engineering and scientific data; and the development and use of algorithms for analyzing the data. Period of performance will be three (3) years. NRL intends to award a CPFF contract. Interested parties should submit the information requested herein. The RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on the RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submittes to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
