- RFI Response Worksheet RFI Requirements and Response Submittal Instructions The United States Department of Justice (DOJ), Federal Bureau of Investigation (FBI), is requesting information for a dual-enclave enterprise training system for the FBI's staff and worldwide law enforcement partners. The Virtual Academy (VA) maintains a large catalog of in-services, web-based and virtual training opportunities and facilitates the registration and approval processes for the VA catalog. The VA serves as the agency's authoritative data source for all FBI training records. Virtual Academy is a system-of-systems integrating several COTS products and government developed components into a robust, seamless user experience. One of the major components of the VA is its COTS LMS. Any future procured commercial-off-the-shelf (COTS) Learning Management System (LMS) shall have technical features and business capabilities that will seamlessly integrate, expand, or replace the system's current capabilities.
