Due to numbering requirements, this number has changed to FA8210-16-R-5000. 2.2 All potential bidders wanting access to the restricted files in the attached bidder's library must request access. To obtain access, a potential bidder must be a qualified U.S. contractor with a legitimate business purpose. A qualified U.S. contractor is one that has an approved DD Form 2345 on file with the U.S./Canada Joint Certification Office. The potential bidder requesting access must provide a copy of their current approved DD Form 2345. Potential bidders that have already submitted a current DD Form 2345 under pre-solicitation FA8217-15-R-5007 will simply have to request access, and will not be required to re-submit a DD Form 2345 prior to access approval. 2.3 Consolidated ARTS-V2 Draft RFP/Industry Day comments and responses as of 15 December 2015 have been attached for reference. PLEASE NOTE the addition of one question and response to the Section L comments on page 63 of the attachment.
