Description
Attachment A RFI NFIP The Federal Emergency Management Agency (FEMA), a component of Department of Homeland Security (DHS), is planning to modernize the Information Technology (IT) solutions that currently manage the day-to-day insurance operations of the National Flood Insurance Program (NFIP). As part of these plans, FEMA is issuing this Request for Information (RFI) to better understand how industry may help in the modernization effort through agile software development expertise; experience with modern web application frameworks; experience with migrating legacy applications and databases to modern infrastructure; user experience/visual design capabilities; and industry-standard open source software frameworks. Specifically, FEMA is requesting industry input in the following areas: • Agile development approaches that have been effective to replace large, legacy solutions with a significant number of interfaces and large data stores (approximately 100TB); • A modular development approach that ensures business continuity for a mixed-financial system such that NFIP day-to-day operations can continue throughout the modernization effort (e.g., claims are still being paid even though the new system may not have a fully developed claims module in the initial phase of the project); and • Best practices and industry expertise related to the replacement/modernization of commercial Property and Casualty (P&C) solutions or other similar insurance solutions (e.g., key considerations, lessons learned, etc.). This RFI is for research purposes only. Moreover, this RFI will not be used to identify overall industry interest in the NFIP's IT modernization; rather it will be used to understand how agile development methodologies and other industry expertise might be leveraged during the NFIP IT Modernization effort. This RFI is NOT a request for quotes / proposals. The Government is not responsible for any costs associated with production of this RFI. Information on page 9 under section 4.1 of the RFI must be completed and returned with the response. Phone calls are not accepted.
