- This is a Request for Information (RFI)/Sources Sought Notice for market research purposes only; and not a Request for Proposal. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach or period of performance. Additionally, this RFI does not commit the Government to contract for any products or services. Interested Parties are advised that the Government will not pay for any information or administrative costs incurred in responding to this notice. The Department of Homeland Security Federal Emergency Management Agency (FEMA) is conducting market research to gain knowledge of industry capability in support of a Haul and Install mission located on the Oglala Sioux Tribe Reservation in Pine Ridge, South Dakota. The anticipated mission consists of complete installation of haul and install for over 100 manufactured housing units. This will require the application of all Federal, State, Local and Tribal codes. The Haul & Install mission includes the following three (3) phases: • Phase 1: Site Assessment • Phase 2: Site Preparation • Phase 3: Haul and Install Qualified vendors are invited to submit a Capability Statement to demonstrate interest and the ability to, at a minimum meet the requirements. The Capability Statement shall be no more than six (6) pages in length and sent via email to daisy.joseph@fema.dhs.gov not later than 2:00 p.m. (MST) on 25 January 2016. CABILITY STATEMENT Firm's Information : 1) Firm's Name and address; 2) DUNS Number and CAGE Code; 3) Name of Point of Contact and position title; 4) Phone number and email address; 5) Business size (Large / Small Business Concern); 6) Current or previous Federal contract(s); 7) Provide at least three (3) relevant project experience; and 8) NAICS code as registered in the System for Award Management. Capability Statement : Your capability statement may include any additional information to determine your experience / knowledge to perform the haul and install mission; however, FEMA is specifically looking for vendors to address the following information: 1) Provide detailed information regarding your approach, coordination, and implementation of a Haul and Installation mission of over 100 manufactured housing units; 2) Construction Experience (demolition, road repair, septic work, permanent piling and foundation support, etc.); 3) Knowledge of Tribal Employment Rights Office; 4) Knowledge of Tribal Historical Preservation Office; 5) Ability to Meet an Expedited Schedule; 6) Describe in detail your approach to the three (3) haul & install Phases: Site Assessment, Site Preparation, and Haul and Install; and 7) Provide strategies for mitigating unforeseen site conditions.
