- The U.S. Army Corps of Engineers, Mobile District (SAM) intends to award a modification extending option year four period of performance for a period not-to-exceed six (6) months pursuant to FAR Clause 52.217-8, Option to Extend Services. The Government contemplates extending the services on a month-to-month basis, but no more than the six (6) month limitation provided by the clause. Contract W91278-11-C-0008 was awarded as a cost plus award fee contract with a base year and four one (1) year options. The contractor is Anderson Construction Company of Fort Gaines, Fort Gaines, Georgia. The contract was awarded as 100% set-aside for small business. The current period performance covering Operation and Maintenance of Government-Owned Facilities and Equipment, West Point Lake Georgia ends April 27, 2016. This extension will allow the Government to extend the current period of performance not-to-exceed six (6) months to allow for the receipt of proposals, source selection review, discussions, and any potential protest that might be associated with the replacement contract solicited under W91278-16-R-0012. The revised period of performance may be extended through October 2016. The program requirements are currently executed by technical provisions which provide certain planning, supervision, labor, subcontract, equipment, materials and supplies to efficiently maintain Government-Owned Facilities and Equipment at West Point Lake, Georgia. These facilities include four (4) campgrounds, twenty-one (21) day use parks, including three (3) public beaches, two (2) visitor centers. The parks offer a variety of recreation facilities including tennis courts, ball fields, basketball courts, fishing piers, hiking trails and picnic shelters for individuals or large groups. The original technical provisions remain unchanged. The contract currently has an estimated value of $14 million (exclusive of work performed for another project during the course of the base year and option years). It is the Government's intent to issue a one-time increase estimated at $900 thousand, revising the overall contract amount to an estimated $14.9 million (exclusive of work performed for another project during the course of the base year and option years). The Government intends to award the modification consistent with the terms identified within this announcement upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, only one responsible source and no other services will satisfy the requirement. In order of the Government to meet upcoming requirements in a timely manner, this action is necessary. This will result in the Government being able to meet its immediate needs without delays and compromising its mission. The Government will support the proposed actions by written justification and obtain appropriate approval prior to proceeding. The Government will post the approved justification. Interested persons may identify their interest and capability to respond to the requirement; however, this notice of intent is not a request for competitive proposals. All capability statements received within fifteen days after date of publication of this notice will be reviewed by the Government and considered. A determination not to compete this proposed contract action based upon responses to this notice, however, is solely within the discretion of the Government. Should your firm desire to submit a capability statement, it should demonstrate the firm's experience and expertise to provide the services identified above within the timeframe required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements.
