- This is a Sources Sought Notice and is for Market Research information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to this sources sought or Government use of any information provided. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. The Market Research is being conducted to determine if there are adequate Small Businesses, Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses; HUBZone Small Businesses, Small Disadvantaged Business and Women-Owned Small Businesses concerns capable of performing all of the stated services listed below. The NAICS code is 562910; size standard 500 employees. Only Small Business Firms as defined above should respond to this announcement. The Government reserves the right to consider small business, or any other arrangement as deemed appropriate for this procurement. The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) has a requirement for the following three types of services for the contract: •Architect and Engineering; •Construction; and •Environmental Restoration Support These services will support the NOAA, National Marine Fisheries Services (NMFS), Office of Habitat Conservation (OHC), Restoration Center (RC), which is a federal leader in coastal and marine resource protection, restoration and management. NOAA supports habitat restoration projects in coordination with various federal, state and local agencies throughout the continental United States, Hawaii, Alaska, and US Territories. The purpose of this Sources Sought Notice is to seek capability statements from interested small businesses in order to support the work described herein with the preponderance of the work on a regional basis but also with nationwide capabilities if determined necessary by the government. Firms responding to this request for information should hold Architect-Engineer and Land Surveyor licenses to perform the services nationwide or demonstrate the ability to acquire the required licensed discipline(s). The four regions which will be covered by the solicitation are: •Gulf Coast Region •Northern U.S. Atlantic and Great Lakes •Southern U.S. Atlantic •U.S. Pacific Coast The workload for habitat and living marine resource restoration projects for the RC is coordinated through one of four regional offices located throughout the United States. Any contract will require work to be performed by firms experienced in a broad field of environmental restoration planning, design, implementation, construction oversight and compliance monitoring. Services required may include, but are not limited to the following broad categories: • Technical/scientific assessments, studies, surveys, sampling and mapping including, but not limited to: topographic, bathymetric, aerial imagery, ecologic, hydrologic, geo-technical, contaminated materials, hydrogeologic, marine, estuarine, oceanographic, cultural and historic resources, wetlands, and plant and animal community assessments; •Civil engineering designs, construction plans, and permit applications; •Modeling including hydrological and hydraulic evaluations including, but not limited to: surface and groundwater quality and quantity, sediment or contaminant transport, and tides and tidal currents and wave models; •Preparing documentation needed for local, state, and federal environmental regulatory permits and compliance; •Construction, oversight and project coordination necessary to implement environmental restoration services; including, but not limited to, material removal and placement and other restoration activities. •Public and stakeholder interaction and participation such as presentation of both written and visual material; data analysis/interpretation/modeling, and data management. RESTORATION PROJECTS NOAA's RC will evaluate whether the responses received for this announcement from SB companies can demonstrate capabilities required for diverse projects in various coastal and marine geographical areas of the U.S. These geographic areas include a wide range of habitats that support marine, estuarine, and coastal resources. Examples of typical restoration projects include, but are not limited to: •tidal and non-tidal wetlands restoration; •stream restoration including designing channels and flood plains and addition of fish habitat structures; •riparian re-vegetation; •designing and implementing the removal of, modifications to, or replacement of physical barriers (especially dams and culverts) to anadromous fish passage; •designing road retirement and removal and related habitat restoration; •coastal floodplain/wetland restoration design and pertinent construction techniques; •riparian fencing; •intertidal mud and sand flat restoration; •tidal and riverine hydrology modification; •fish and shellfish stock enhancement; •dredge and fill type habitat restoration projects in tidal areas; •coral reef restoration projects; •exotic vegetation removal projects; •river diversion projects (e.g., crevasse projects); •oyster reef construction projects; •derelict vessel and marine debris removal; and •-submerged aquatic vegetation restoration. DEMONSTRATED EXPERIENCE AND TECHNICAL COMPETENCE In addition to specific knowledge of and familiarity with statutes, regulations and practices pertaining to coastal and marine environmental restoration work, NOAA seeks demonstration of experience and technical competence including the ability to perform: a)Technical assessments, studies and surveys including plant and animal population and community assessments; ecological site characterization; cultural resources assessment; bathymetric and topographic surveying; ecological modeling including hydrodynamic models, water quality models, sediment transport models, ecological models and landscape models; socioeconomic impact assessments of coastal or marine habitat restoration projects, and geo-technical investigations. b)Restoration planning, engineering and design, development of engineering details and specifications, sequence of construction, bid packages and regulatory permit applications in compliance with federal, state, and local regulations and regulatory procedures. c)Organization, facilitation and participation support for public meetings, hearings and outreach programs. d)Development of environmental documentation in accordance with the National Environmental Policy Act (NEPA) and other environmental regulations including preparation of Environmental Assessment and Environment Impact Statements. e)Construction oversight and inspection of restoration projects. f)Monitoring of project performance for both engineering components and ecological/environmental components. g)Environmental site assessment (Phase I and Phase II) surveys and documentation required for property transfer or sale; compliance review which may include the evaluation of installations and practices; feedback, training, and reporting;; risk assessment to ascertain pathways of transport and exposure and risk to the environment; preliminary assessments/site investigations and hazardous materials and waste information to provide assistance with identification and storage of hazardous materials and guidance on proper hazardous waste disposal. h)h. Professional support services in the aftermath of an emergency incident (i.e., oil spill, chemical release, vessel grounding, storm event or other related incident) to rapidly plan, coordinate, perform, and/or subcontract to and oversee a firm that can implement certain specifically identified small-scale emergency restoration projects. i)Construction services to enable restoration of environmental habitat functions and services and may include removal and placement actions. These restoration activities may include, but are not be limited to: excavation, transportation, and disposal or placement of certain debris or material; removal of fish passage barriers; levee and instream or aquatic infrastructure removal; installation of subtidal reefs; creation of seagrass or wetland habitat; infrastructure related to water conservation, water control, or fish passage; and property protection associated with stream channel and other aquatic restoration projects. Provide a brief description of coastal and marine habitat restoration and/or construction projects completed within the last 10 years including a project location, POC, and date of completion. 3. Demonstrate company's ability to provide specific civil, hydraulic, and structural engineering services particularly for coastal or in-water projects. Demonstrate this ability to support at a nationwide and/or regional level (e.g. Great Lakes, Mid-Atlantic, Gulf Coast, Caribbean, California, and Pacific Northwest). 4. Demonstrate experience and ability to support environmental products and services involving biological, physical, chemical and ecological assessments, modeling, field surveys and monitoring in both tidal and non-tidal environments.
