- Justification for Other Than Full and Open Competition- PR-0003177 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, fixed price contract with Teledyne RISI, Inc., 32727 W Corral Hollow Rd., Tracy, CA, 95376-0000 for the purpose of procuring the FS-43 Firing System. The FBI TIEDS Center is executing an improvised explosives research effort. The TIEDS Centers overall goal of the research is to thoroughly characterize synthesized improvised explosive materials. The TIEDS Center is often faced with questions from the law enforcement and intelligence communities regarding the effects of improvised explosives. In order to test devices and charges on the range it is necessary to have firing units which are capable of safely and reliably initiating exploding bridge wire (EBW) detonators. Without firing units, it is not possible to initiate the devices in a safe and reliable manner in order to obtain the characterization data required by the TIEDS facility. This requirement is essential because, currently, the TIEDS center has no ability to safely and reliably initiate EBW devices on its testing ranges. The system outline below would provide TIEDS a means to initiate charges over a large distance using low voltage firing lines which are inherently safer than their high voltage counterparts. The requirements for this capability are listed below. 1. The system must be capable of initiating EBW detonators at up to 1,000 feet away reliably. 2. The system must use a low voltage firing line (<200 V) to charge a remote high voltage firing module. 3. The system must be equipped with a safety interlock connector on both the control unit and the remote firing unit to prevent accidental firing. 4. The system must be capable of firing a charge with less than 10 microsecond delay. 5. The system must have a meter to monitor the voltage of the firing system. 6. The system must be capable of utilizing either a manual or external trigger. 7. The system must be capable of remotely arming. 8. The system must have a sealed arming switch with an indicator light. 9. The system must run off of standard 110V wall power. 10. The trigger in and out connection must be of standard BNC type. 11. The system must be internally protected against electrical shorts. 12. The system must have external dimensions such that it can be mounted in standard 19 inch equipment rack. Based on market research, and Government end-users, it has been determined that only the FS-43 Firing System meets all the FBI's requirements stated above and Teledyne RISI, Inc. is the sole manufacturer and distributer of this product. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 325920, Explosives Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
