Questions and Answers #1 AFICA 772 Enterprise Sourcing Squadron SOURCES SOUGHT NOTICE/ REQUEST FOR QUOTE (RFI) THIS NOTICE IS ISSUED AS A SOURCES SOUGHT/REQUEST FOR INFORMATION ANNOUCEMENT FOR INFORMATION PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), solicitation, complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. The Air Force will not accept or acknowledge: emails over 5MB, brochures, samples, catalogs, and any other marketing solicitation information. Following submittals of this capability package, USAF representatives may choose to engage in additional communications with selected respondents only intended to support market research for further clarification of industry capability to meet requirements. The United States Air Force (USAF) is looking to replace aging, commercially-off-the-shelf (COTS) survey and mapping equipment [Total Station, Global Navigation Satellite System/Global Positioning System (GNSS/GPS), Machine Control] with similar but more modernized COTS solutions specifically designed for construction and geodetic/mapping purposes. Remote-sensing technologies aimed at producing a high return on investment and improve the efficiency and practices of infrastructure development, planning, construction, and managing the natural environment are regarded favorably. It is our intent to purchase equipment including companion software, and peripherals required for the equipment to function in its intended capacity. Additionally the vendor must be able to provide logistics support to include software updates, maintenance, repair, replacement, and training. The total number of units to be procured will depend on a number of factors, which include the availability of funding between Fiscal Years 2016-2020; however, fielding is scheduled at over 100 USAF installations worldwide. Companies are requested to identify if and explain how their equipment and software is compatible with the USAF Civil Engineer's current inventory. A list of existing equipment can be found in Attachment 1. Additionally, all companies are requested to identify if their equipment is Buy-American Act compliant. Interested companies should look at Attachment 2 and provide information for all the questions listed. The Government is performing market research primarily in order to determine if there are firms that possess the capability to execute the requirements of this request for information (RFI). Therefore, we further invite all business concerns to provide a capability statement in response to this requirement. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://www.sam.gov/portal/public/SAM/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any preparation costs. If your firm would be interested in such work, you are strongly encouraged to submit a capability statement that addresses as a minimum, the questions presented within this announcement, and also fill out and submit the attached questionnaire by the due date. The Government does not intend to rank submittals or provide any reply to interested firms. North American Industry Classification System (NAICS) Code 334519 - Other Measuring and Controlling Device Manufacturing, is applicable to this acquisition. The small business size standard for this NAICS is 500 employees. All questions regarding this RFI/Sources Sought must be submitted electronically to the below email addresses by Friday, 22 January 2016. All responsible sources are encouraged to submit a capability statement response to this announcement. All such responses will be considered by the agency. Responses can be submitted electronically using the following address: stephen.cooper.15@us.af.mil and jared.dwyer.1@us.af.mil. All responses shall be received by Friday, 29 January 2016 at 1:00 PM Central Standard Time. Responses shall be no more than 20 pages (single spaced, front and back, no smaller than Times New Roman, font size 12 or equivalent). If submissions exceed the page count noted, the Government will only review the first 20 pages and disregard the remainder of the submission. Extraneous materials (brochures, manuals, etc.) will not be considered. Questions concerning this announcement shall be submitting in writing via email to both Contract Administrator, Stephen Cooper (stephen.cooper.15@us.af.mil) and Contracting Officer, Jared Dwyer (jared.dwyer.1@us.af.mil).
