- This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by the Upstate NY VA Hospital Network for the purpose of collecting information about Voltage regulator connection services for the VA hospitals in Albany, NY. The service plan should comply with the following Statement of work: Stratton VA Medical Center Albany, New York Statement of Work (SOW) - Contractor High Voltage Regulators General Scope of Work: The Stratton VA Medical Center in Albany New York is currently seeking a qualified contractor to perform final wiring connection, initial startup, and placing in service, 2 high voltage regulators. Regulators have been purchased and are currently in storage and will be placed in position for contractor to perform the work as outlined in this scope. Work is in the high voltage yard at the Medical Center on the ground level. Regulators are housed in a metal outdoor structure. All work will comply with VHA Directives, local and state codes. Initial work is performed on de-energized gear until final inspection and voltage is turned on. Once utility voltage is applied the regulators can be field calibrated per manufacturer's instructions. Once the regulators are field calibrated they can be placed for use in the medical center utility scheme. All work is to be performed, weather permitting, during the hours of 6:00am to 3:30pm Monday - Friday. Note: The contractor is responsible to provide a Cooper Power Systems representative on site at the time the equipment is being energized for the purpose of troubleshooting in case of operational problems. The VA will be responsible for the costs of any necessary repairs in order to render the equipment operational. A.Specific Details: 1.Model: Cooper Power Systems VR-32 Regulator with CL-4C Controls. 2.Rated Voltage = 7620 / 13,200 Y 3.Unit #1 CAT # = VRA325BCL71000082A, Ser.# - 1450004669 4.Unit #2 CAT # = RUBG076250AAP4, Ser. # - 87zf900-003 B.Pre-installation Inspection: Before connecting the regulator to the line, make the following inspection: 1. The contractor shall check the oil sight gauge and look for visible signs of oil leakage. The VA will be responsible for any necessary repairs. 2. The VA will examine the series arrester for damage. If damaged, the VA will install a new arrester of the same voltage rating. 3. The contractor shall inspect the porcelain bushings for damage or leaking seals. If there is a suspicion that moisture has entered the unit, the contractor shall remove the hand hole cover and inspect for evidence of moisture such as rust or water tracks in the oil. If moisture has entered the tank, the contractor shall dry the regulator and filter the oil. The VA will test the oil in order to ensure a 26 kV minimum in a standard gap (ASTM D877) in accordance with manufacturer's recommendations and provide the test report to the contractor. 4. The regulator will be energized at rated line voltage (with caution) and an operational check, per page 1-8 of the manufacturer's manual shall be performed by the contractor. 5. A Hi-pot test shall be performed by the contractor to insure adequate electrical clearances to ground. C.VA Personnel to perform the following: 1.Secure utility voltage to regulators. 2.Lock Out / Tag Out of incoming utility Voltage. 3.Verify with the Contractor the utility voltage is secure. 4.Removal of old regulators. 5.Installation of new regulators. 6.Access to area and escort contractor during the work. 7.Provide manufacturer's instructions for contractor. 8.Return utility voltage to normal operation once power is restored. 9.Conduct oil analysis and verification prior to installation. D.Contractor Personnel to perform the following: 1.Lock Out / Tag Out of systems being worked on. 2.Verify with the VA Personnel the utility voltage is secure. 3.Perform all work including labor and material and tools to complete job. 4.Once utility voltage is applied by the VA, contractor will begin field calibration checks in accordance to manufactures instructions. 5.Train VA personnel (5) on operations and go over work performed and regulator operations. E.The following is mandatory to be considered for this RFQ: Contractors are given 2 weeks to submit the following qualifications to the VA: 1.To be considered for this project, all offerors will be required to submit documentation certifying their company employees working on this project are trained and certified in high voltage electrical work consisting of 13,200 volts or higher. These documents will be reviewed by the Medical Center Safety office and Engineering Department. 2.To be considered for this project, all offerors will be required to submit documentation certifying their company employees working on this project are trained and certified in Lock Out/Tag Out procedures. These documents will be reviewed by the Medical Center Safety office and Engineering Department. (e) Contractors that are able to meet the requirements are encouraged to email full information to Anthony Murray at Anthony.Murray2@va.gov. - Contractors shall identify the NAICS code for the product being offered as well as their size status under said NAICS. - Contractors shall also identify any Federal Supply Schedules that may carry the desired product. - Contractors shall include any relevant comments about the Attachment(s) if applicable.
